Description

BACKGROUND



NIST is seeking information from sources that may be capable of providing a commercial product solution that meets or exceeds the following draft minimum specifications:



The contractor shall provide an ultra-high accuracy fixed table coordinate measuring machine that meets the minimum performance requirements specified below. The contractor shall ship and install the ultra-high accuracy fixed table coordinate measuring machine at NIST Gaithersburg, Maryland.



All minimum performance requirements are specified per ISO 10360-2 (2009) and ISO 10360-5 (2010). The specification shall be applicable over a temperature range of 20 ± 1.0 ° C.



The list of requirements provided in this notice is not exhaustive but represent the required physical construction and the minimum performance requirements.




  1. Bridge type CMM with 1-D moving table and Programming Computer with latest version of Quindos application software installed.

  2. Work Volume - 1 horizontal axis ≥ 1.2 meters, 1 horizontal axis ≥ 1.0 meters, Vertical axis ≥ 0.7 meters,

  3. The error map file on the CMM controller can be updated at any time by NIST trained staff without a special unlock code.

  4. Programming language compatibility with NIST legacy Quindos programs.

  5. Option to run CMM with error map independent from any thermal compensation (could be simply turning off part and scale temperature sensors or setting the read values to a static number e.g., 20°C).

  6. Ability to command volumetric position location movement with no probe head attached.

  7. Probing speed and measuring/triggering forces must be adjustable.

  8. Rotary table option included in the quote

  9. Highest accuracy probe equivalent to Hexagon (HP-S-X5-HD)

  10. E0,MPE ≤ (0.3 + L /1000) μm, where L is in mm and the test artifact shall be either steel or other “normal CTE” material per the ISO 10360-2 (2009) standard.

  11. PFTU ≤ 0.4 µm per ISO 10360-5 (2010) standard.

  12. Error map training onsite at NIST for up to 4 NIST staff members.

  13. Option for a high precision rotary table for gear inspection



In addition, the contractor shall provide the following:




  1. A Leitz Infinity Coordinate Measuring Machine with all twenty-one rigid body errors measured and compensated at the NIST site after installation.

  2. The value of the R0,MPL as specified in the ISO 10360-2 (2009)

  3. Installation manual that provides the following:

    1. Limits for permissible environmental conditions, such as temperature conditions, air humidity and vibration at the site of installation.

    2. Rigging instructions including strapping and lifting points for each crate and component.

    3. Personnel on sight to work with riggers to assemble the CMM in the NIST laboratory.



  4. Operator’s manuals that describe operational procedures for the CMM including machine start-up/ warm-up cycles, location type number of thermal sensors, etc.

  5. A CMM with temperature sensors and automatic part temperature compensation.

  6. A warranty that includes on-site service and repair for a minimum period of 2 years after completion of acceptance tests at NIST.

If the latter, indicate whether the manufacturer authorized in writing for your company to sell the identified commercial product on behalf of the manufacturer.




  • Describe performance capabilities and relevant or beneficial physical and functional features for any commercial product that you identified to satisfy the NIST-identified minimum specifications described in the attached draft document.




  • Identify any aspects of the NIST market research notice, including instructions, and draft minimum specifications in the BACKGROUND section above that could be viewed as unduly restrictive or contain unnecessary barriers that adversely affect your company’s ability to fully participate and indicate why. In such a scenario, please offer suggestions for how the market research notice and draft minimum specifications could be made more inclusive or competitive.




  • Discuss your company’s commercial products that you describe in your response to this notice may be customized and indicate any limits to customization.

Provide a copy of manufacturer standard terms and conditions that typically relate to the sale of the specified commercial product, if available.




  • State whether your company offers facility renovation services related to installation of the aforementioned equipment at its delivery destination, if required per the NIST-identified minimum specifications, and provide description of services. Indicate if your company performs the facility renovation services or typically subcontracts the work to another company. Indicate if your company would be interested inspecting the intended installation site during the market research phase.




  • State published price, discount or rebate arrangements for aforementioned commercial products and/or provide link to access company’s published prices for equipment and services.




  • State whether the aforementioned commercial product is manufactured in the United States and, if not, state the name of the country where the equipment is manufactured.




  • Identify any plans/possibilities for changes in manufacturing location of the aforementioned equipment and provide relevant details.




  • If the aforementioned commercial products and commercial services are available for purchase on any existing Federal Supply Schedule contract(s) or other contracts against which NIST may be able place orders, identify the contract number(s) and other relevant information.




  • Identify any customers in the public or private sectors in which you provided the aforementioned or similar equipment. Include customer(s) information: company name, phone number, point of contact, email address.




  • Provide any other information that you believe would be valuable for NIST to know as part of its market research for this requirement.




  • State whether you require NIST to provide additional information to improve your understanding of the government’s requirement and/or would like to meet with NIST representatives to discuss the requirement and the capabilities of the identified equipment.
