This solicitation has been amended to withdraw the small business set aside. This requirement is now unrestricted.



The Base Year estimated period of performance is August 1st 2023 - December 31st 2023.



This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested . The solicitation number is 1240BD23Q0126 and is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13.5.

The NAICS code is 562991. One firm fixed price contract.



The Mt. Baker-Snoqualmie National Forest has a requirement for Vault Toilet Pumping Services on the Snoqualmie Ranger District. The intent of this contract is to pump approximately 42 toilet vaults located on the Snoqualmie Ranger District as directed by the U.S. Forest Service. The Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies to remove trash, pump, wash down, cleanup and dispose of all waste products removed from toilet vaults in accordance with the following contract specifications and in accordance with State and Federal regulations. Trash from vaults is to be disposed of off National Forest Land



TECHNICAL SPECIFICATIONS

The number of days and exact dates on which services will be required is not predetermined. The location of the work sites, access to the sites and other information pertinent to each area will be included with each call for service. At times a call may include service at multiple sites in close proximity of one another and may include partial pumping of a vault when there is sufficient capacity on the service provider truck. Partial pumping of a vault shall be prorated at billing to the percentage pumped if less than 100% of vault capacity.

Vault toilets are located at various locations on the Snoqualmie Ranger District, Mt. Baker- Snoqualmie National Forest. See attached maps of vault toilet sites. The contract is expected to be effective from approximately July 1st through September 30 for the Base Year. Option Year effective dates to be effective from approximately October 1 – September 30 (federal fiscal year). Option Years are exercised at the Governments Discretion and upon availability of funds for each fiscal year. If funds are available and there were no performance concerns for the current year, it is anticipated option years will be exercised. The Contractor is expected to perform duties as agreed upon in the contract.



Scheduling of Work

The Government’s Contracting Officer’s Representative (COR) will notify the Contractor of the required servicing. The notification may be by phone, fax or other means. Preferred method for scheduling work is email.

52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (MAR 2023)



Addenda to provision 52.212-1:



1) Offerors must have an active entity registration in the System for Award Management in order to submit an offer. https://www.sam.gov/SAM/

2) Offers submitted in response to this solicitation shall include a technical proposal, a price proposal, and contractor representations and certifications.

a) Technical Proposal – The technical proposal shall address the evaluation factors in 52.212-2. At a minimum technical proposal shall include:



i) Past Performance – provide a list of similar projects completed by your firm over the past three years. Include a brief description of the project, dollar amount, year completed, and project owner contact information (name, phone, and email).

ii) Technical Capability – Provide a list of equipment and key personnel (with qualifications) that will be used to complete this project.

b) Price Proposal – Include the following: 1) completed, signed SF-1449 from Section A of this solicitation, 2) Acknowledge any amendments issued on beta.sam.gov for this solicitation by completing and signing the posted SF-30, and 3) Include the completed price schedule contained in Section B of this solicitation.

c) Representations and Certifications – Fill in the check boxes for provisions

52.204-24, and 52.212-3, found in Section F of this solicitation and include a copy with your offer.
