THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Ryan Phillips) for receipt by close of business (2 p.m. local Denver time) on February 14, 2024:



(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;



(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;



(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $10 million, and your firm’s aggregate bonding capacity; and



(4) Provide a list of road construction projects of equal or greater value and scope to the NM BR AAO ELBU(1) Elephant Butte Historic Roads project in which you performed work in similar scope. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK.

Project Details: NM BR AAO ELBU(1) Elephant Butte Historic Roads





The Elephant Butte Dam approximately 4 miles east of Truth or Consequences, New Mexico, in Sierra County. The Elephant Butte Lake State Park which is managed by NM State Parks under a lease agreement with the U.S. Bureau of Reclamation. The project is located at the southern end of the Elephant Butte Reservoir and includes the Damsite area and Paseo del Rio. The Damsite area includes visitor amenities, a day use area, camping, casitas, and houses to rent. Paseo del Rio offers campsites, river access, hiking and biking trails, and historic information boards. Roads within the historic district also provide access to the largest marina at Elephant Butte Reservoir.



SCOPE OF THE WORK:



The project will use asphalt and aggregate base to resurface, restore, and rehabilitate multiple road segments within the Elephant Butte Historic District including: Dam Site Winding Road A/B, Ruins Road, Hospital Canyon Road A/B, Dam Site Entrance Road, unpaved Dam Site Marina Entrance Road, and Paseo Del Rio Campground Access Road.



The Paseo Del Rio River Access Road has native surfacing but will be improved with aggregate surfacing. Six paved parking lots will be rehabilitated and repaved. Four additional gravel/native/paved parking lots will be rehabilitated with aggregate surfacing.



This project is separated into a base Schedule A, along with two Options, X and Y, to maximize the work that can be completed with the available funds.
