This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H70124R00024 Rosebud Heating Plant Replacement, located in Rosebud, SD. These construction services will be in support of the Indian Health Service (IHS) prepared in accordance with FAR Part 36.

The Government anticipates releasing the solicitation on or about May 1, 2024 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov.

SCOPE OF WORK: The purpose of this project is for a contractor to remove existing boilers and pumps and install new boiler system for the Rosebud Comprehensive Health Care Facility located in Rosebud, SD. This work shall include replacement of pumps and upgrading existing pipes that are leaking. All work is to be completed in accordance with the design documents provided for this project.

LOCATION OF PROJECT: All work shall be performed at the Rosebud Comprehensive Health Care Facility at 400 Soldier Creek Rd, Rosebud, SD 57570.

CONSTRUCTION DURATION: Period of Performance is 365 calendar days from issuance of the Notice to Proceed.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000, in accordance with FAR 36.204.

SITE VISIT: Details regarding the Site Visit will be included in the solicitation.

CONTRACT TYPE: The Indian Health Service intends to award a single Firm Fixed Price (FFP) contract in support of this requirement.

This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria.

This project will be solicited as unrestricted, full and open competition under North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction. The associated size standard for this procurement is $45 million. Large Businesses will be required to submit a Small Business Subcontracting Plan upon award of contract. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last five (5) years is less than $45 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov.

Registration in the System for Award Management (SAM) database is mandatory to be considered for award.
