Prospect Harbor Space Force Station (Unofficial Name), Base Operations Support (BOS) Contract Acquisition



Notice of Planned Contractor Site Visit



1. A one day site visit is planned at the future Prospect Harbor Space Force Station (PHSFS), currently Prospect Harbor National Security Activity (PHNSA), Maine. The purpose of the site visit to the BOS contract performance location is for potential offerors to see on a first-hand basis the facilities and systems which will be contract performance requirements. This is the only planned site visit opportunity for potential offerors for the BOS contract acquisition.

2. As of the date of this notice, the competition acquisition strategy (set aside or full and open) is not determined. Updated information will be posted when available.



3. Date of Site Visit: Thursday, 12 Oct 2023. Note: This date is subject to change depending on the status of appropriated funds for the next Government fiscal year (GFY24), which begins 1 Oct 2023. If there is a Government shutdown affecting the Department of Defense, or if there is a furlough of Department of Defense civilian employees, the planned site visit date of 12 Oct 2023 will be cancelled and another date will be scheduled and updated information posted.



4. The purpose of the planned site visit is to show the performance location, and to clarify what is in scope of the requirement. Questions should generally concern what is being shown on the site visit. The Government team will try to answer all questions during the site visit, but reserves the right to research and provide answers later by an additional posting to SAM.gov. The Government intends to make a record of all questions asked and all answers provided and to post this information to SAM.gov. The Government also intends to post a list of the firm names for firms represented at the site visit.



5. Planned Schedule:



9:00 AM EDT, Short briefing to start site visit.



12:00 PM EDT, Break for Lunch. (No on-site dining facility; local area restaurants only).



1:30 PM EDT, Return to PHNSA and resume site visit.



4:30 PM EDT, Conclude site visit.



6. This will be an Unclassified site visit. However, some of the information briefed may be Controlled Unclassified Information (CUI). Firms attending (both prime and any subcontractors) must have " A - Active" status on the Joint Certification Program (JCP) Certification website. Firms which may attend are urged to register with the JCP as soon as possible.

At the JCP website, select the "JCP Customer User Manual" for information on accessing the site, and select "Register" to gain access to the website.



Follow JCP instructions to register.



******* Printing the JCP screen during registration to a PDF file, and again to another PDF file once registration has been completed, is recommended in case the JCP website does not update; it may be necessary to e-mail a copy of the registration PDF file to 50 CONS to verify that JCP registration has been completed.



7. Cameras, mobile phones, recording devices, smart watches, and similar recording equipment, electronic equipment, or radio devices must be left in attendee vehicles on the station parking lot and not taken on the site visit.



8. Submitting Requests to Attend Site Visit.



a. Number of Site Visit Attendees per Prime Contractor: Limit seven attendees per Prime contractor team (prime and any subcontractors) may attend. Due to schedule uncertainty, information for alternates may also be submitted (SECNAV Form 5512), as long as the limit of seven attendees at the actual site visit is observed.



b. Must submit a completed SECNAV Form 5512 for each person. A blank copy of Form 5512 is posted with this notice. ****** File: SECNAV_5512_Version_May_2021.pdf.



c. Note: Unable to process Visitor Access Requests (VARs) for this site visit.



d. Due Date and Time for Requests to Attend: Monday, 2 Oct 2023, 10:00 AM Eastern Daylight Time (EDT).

10. Any response to this notice is voluntary and the Government will not pay for any response submitted. Participation in any planned site visit is voluntary and the Government will not be liable for any costs incurred for participation. This notice should not be considered a commitment on the part of the Government to award a contract; the Government will not be liable for any costs incurred in anticipation of a contract. No contract will be awarded from this notice.



11. The following Ombudsman clause applies to this notice.



5352.201-9101, Ombudsman (Oct 2019 )



(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.



(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

1. Due to the potential impact of a lapse in appropriated funds for the next Government fiscal year (GFY24), which begins 1 Oct 2023, the date of the planned site visit at Prospect Harbor National Security Activity (PHNSA), Maine is being reconsidered.



2. As of the date of this notice, the competition acquisition strategy (set aside or full and open) is not determined. Updated information will be posted when available.



3. Contractors interested in attending may submit requests to attend, in advance of the site visit date being determined, since the Navy requires an extensive form to be completed for each attendee and also requires considerable time to process each request.
