Description
NOTICE OF INTENT TO SOLE SOURCE

NOAA's Marine Operations Center - Acquisition, Accountability, and Analysis Branch; intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1); with Offshores Systems Inc., of Kirkland, WA for the procurement of Husbanding and Berthing Services including line handling, potable water utilities, moorage, trash disposal services, and forklift service with operator.

Sole Source Justification

The sole source determination is based on certain NOAA vessels operating out of major ports for scientific research missions with complex logistical support needs. OSI is the only port that can accommodate our need for a singular berth that provides consistent and stable moorage through each in port period with the need to shift to alternative berths or locations in the midst of a particular period of port. During the berth there is a great deal of significant amount of scientific equipment that will need to be moved on and off ship and this on load and offload of equipment requires the delivery capability, cranes, loaders, and storage capacity on site that OSI can accommodate. Using OSI allows for the transport of the scientist’s containers and array of mission equipment without having to transport at considerable cost to a different location in Unalaska or Dutch Harbor. Such transporting would become necessary if ship was required to dock elsewhere for these particular periods in port. Utilizing services provided at OSI also avoids the need for individual arrangements for the majority of the various support services required, which can be significant given the complex nature of mission equipment and remoteness of this locale.

Special Notice

This notice of intent is not a request for competitive quotes and no solicitation package is available. However, firms that believe they can provide equipment or service that fully meets the Government's requirements may submit substantiating documentation to the identified
point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.

Responses can be sent via e-mail to Isaac.bright@noaa.gov. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in
response to this notice and phone calls will not be accepted. All responsible sources may submit a Capability Statement in accordance with this notice, which shall be considered by the agency if received on or before 1600 PM PDT on March 23, 2024. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Incomplete statements do not warrant consideration.
