Description
The purpose of the Solicitation Amendment (Amendment 3) is to answer the vendor questions that were due by Friday, November 17, 2023, and to the following VAAR clauses to the Solicitation: 852.233-70 and 852.233-71.
The following questions were submitted by 11/17/23 and the answer to each question is noted in BOLD below.

Will the VA accept liquid chemicals in place of solid chemicals? Will the VA accept equipment monitored by a provider other than Ackumen?

No liquid chemicals and no substitutions.

Who will be responsible for the installation of the new chemical feed controllers/ system for the boilers/ cooling towers?
The responsibility will be on the bidder.
Who will be responsible for installation of the monochloramine systems?
This will be the bidder responsibility.
Will the VA accept a rep within a 1 hour radius as required by the Ohio EPA vs. the 25 mile radius as specified.
No.
Is the current secondary disinfection units permitted through the EPA? Will any of the Permit in place follow to the new system?Â
Yes, they are currently permitted. Future permits will be the responsibility of the bidder.
Are there engineered drawings for the current secondary disinfection units?
Yes.
Have the current units in place been utilizing ventilation per the EPA requirements? If not, who is responsible for the ventilation (VA or others)?
Yes, they are except for 410. Bidder would be responsible for updating 410 ventilation.
Will the VA accept other acceptable monochloramine units currently being utilized in the U.S. and Ohio and other VA s that have been accepted per the EPA and Ohio EPA is place of Sani pure?
No
Will the VA accept bids with valued alternates to help alleviate the costs of the VA based on the current SOW? (Secondary disinfection, cooling tower, boiler and others per the SOW?

No, please quote what is in the SOW.

Will the SPD RO system be following the new AAMI standard 108? If so how many disinfections per year would you like quoted?
Yes. Disinfections will be required semiannually.

I was told the RO system in B330-2b100 is being replaced. Are you able to provide specifications on the new unit? Is the storage tank or any of the pretreatment being replaced?

It will be replaced with the same system that is in place. It hasn t been purchased yet.

How often would the new system in B330-2b100 be disinfected?

Disinfections will be required semiannually

What is the annual water usage?

Over the last 5 years the VA has used between 112,260kgal 115,456kgal per year.

What is the total pounds per steam per hour on the boiler?

Depending on the weather and load, it will vary from 8,000 Ibs 35,000 lbs.

There are no other changes to this Solicitation at this time.
