PRE-SOLICITATION NOTICE - RFP No. 1605AE-24-R-00003; Design-Build Renovations and Mold Remediation for Magnolia Hall at the Gulfport Job Corps Center in Gulfport, MS



This synopsis is posted to publicize the Government’s intent to solicit a firm, fixed price design-build construction contract for the Renovations and Remediation of Magnolia Hall, Building 10, at the Gulfport Job Corps Center. The Government intends to post a Request for Proposal (RFP) on or around March 15, 2024.



The U.S. Department of Labor (DOL) seeks the services of a qualified 8(a) contractor to complete this design-build project. The project work includes, but is not limited to, design and construction for mold remediation, and interior demolition and renovations, as well as HVAC system, electrical, plumbing, and fire alarm system upgrades, and window replacement. The work will also include coordination with the Job Corps Data Center (JCDC) for security, data, and communication upgrades. The Government intends to utilize the FAR Part 15 Best Value/Lowest-Priced Technically Acceptable source selection process for this RFP.



Per FAR 36.204, the estimated magnitude of construction for this requirement is between $5,000,000 and $10,000,000.



The Scope of Work, as well as any available Specifications and Drawings, will be provided with the Request for Proposal (RFP) documents.



Period of Performance:




  • Substantial Completion: 554 calendar days after Notice to Proceed

  • Final Completion: 584 calendar days after Notice to Proceed
