The Department of Veterans Affairs, Network Contracting Office 08, San Juan, Puerto Rico has a requirement for a Blanket Purchase Agreement (BPA) for Environmental Professional Technical Services. Such services consist of third-party professional environmental technical services to the VA Caribbean Healthcare System s (VACHS) Environmental Regulatory Section in all programmatic aspects of the various environmental programs in their purview.
These programs applicable to US Environmental Protection Agency (USEPA), Puerto Rico s Department of Natural Resources, Environment (PRDNER) environmental programs, Puerto Rico Permits Office Management and VHA requirements including, such as Stormwater Management Program; Hazardous Material & Waste Management; Safe Drinking Water Act (SDWA), Environmental Permits, Environmental Planning and Community Right-to-know Act (EPCRA), National Environmental Protection Act (NEPA), Air Emissions Program; and Spill Prevention, Control and Countermeasure (SPCC) programs.
North American Industry Classification System (NAICS) Code for this requirement will be 541620 (Environmental Consulting Services), and the Product Service Code (PSC) will be R425 (Support-Professional: Engineering/Technical).
All responsible sources may submit a capability statement with sufficient detail to demonstrate the ability to meet the subject requirement. This is not a solicitation. If there is sufficient interest, a solicitation shall be posted on the FBO website.
In order for the Government to determine the capability of interested vendors in fulfilling this requirement, interested vendors should submit the following, since they will be required to provide the services being procured:
Registered Environmental Manager
Certified Environmental Auditor
Certified ISO 14001 Lead Auditor
Professional Engineer
HAZWOPER/DOT/OSHA Certified Trainer
Opacity Smoke Evaluator
Stormwater Inspector
Certified Occupational Health and Safety Management (OSHA) 18001
Interest/capability statements shall be submitted to Wilfredo Perez via e-mail at wilfredo.perez3@va.gov by April 25, 2024 at 3:00 PM Atlantic Standard Time (AST). Telephone inquiries will not be accepted.
