Description

This is a sources sought. No award will be issued from this notice.



GENERAL: This is a sources sought for non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise any supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government.



The 410th Contracting Support Brigade is seeking to obtain support to provide portable Chemical Latrines and Hand Washing Stations in and around San Jose, Costa Rica. The contractor shall provide all tools, materials, equipment, labor, transportation, personnel and supervision necessary to provide Portable Chemical Latrines Rentals/Services. The contractor shall place Portable Chemical Latrines at a concentration and at locations as determined by the Contracting Officer and COR (if applicable) at each location. Upon request the contractor shall relocate Portable Chemical Latrines up to once per day at the same time as cleaning. The contractor shall perform to the standards in this sources sought.



Summary of performance requirements are as follows -



Latrine Specifications:



a. Heavy-duty plastic construction with light colored roof



b. Air vents located a top of mobile latrines.



c. Hinged and spring-loaded door.



d. Interior door lock mechanism



e. Self-contained holding tank with roof vent



f. Dual lift toilet seat with separate urinal



g. Interior mounted toilet paper dispenser, 2 roll minimum.



h. Interior mounted hand sanitizer dispenser



Latrines shall contain a hand sanitizer dispenser consisting of the following:



a. Plastic construction



b. Push or pull release.



c. Measured quantity release.



d. Hand Sanitizer shall be rapid evaporation gel/liquid.



Latrine Cleaning Service shall consist of the following:



a. Removal of all sewage from mobile latrine



b. Installation of sewage chemicals in holding tank



c. Clean interior and exterior of mobile latrine



d. Restock toilet paper.



e. Install/Restock Hand Sanitizer gel/liquid.



Hand-washing Station Placement - The contractor shall provide all hand-washing stations for personnel. The contractor shall place a hand washing station in all designated locations.



a. The contractor shall deliver and refill the water in the hand washing stations daily or as specified by the Government.



b. The contractor shall provide liquid form anti-bacterial hand soap and dispenser with each hand washing station. The contractor shall ensure the hand soap dispenser is refilled daily during the cleaning process.



c. Spillage - The Contractor must avoid spillage and must be prepared to contain spills and remove all waste of the ground immediately.
