Description

THIS IS A PRE-SOLICITATION NOTICE. This notice is issued for planning purposes only. In no way does this notice obligate the Government to award one or more contract(s), nor does it guaranty that a solicitation will be made.



The U.S. Army Corps of Engineers - St. Paul District intends to issue a solicitation in the near future seeking one or more contractors to provide geotechnical drilling services within the St. Paul District's geographic area of responsibility (AOR) on an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The majority of holes will be drilled to depths of less 150 feet. However, the Contractor may be required to drill and sample from depths as low as 300 ft with certain rigs. The majority of projects involve continuous split-spoon sampling using hollow stem auger to advance and clean the hole between samples, and mud-rotary drilling for maintaining an open borehole below the water table.



The St. Paul District AOR covers the Upper Mississippi River Valley from the Canadian Border to northern Iowa, including portions of North Dakota, South Dakota, Minnesota, Wisconsin and Iowa. This solicitation divides the district into the Western Area (ND, SD and MN west of approximately Thief River Falls/Fergus Falls/Montevideo) and the Eastern Area (All areas in district AOR east of the line). Western Area drilling will primarily be within 50 miles of Fargo, ND. Eastern Area drilling is primarily along the Mississippi River between Lock & Dam 2 (Hastings, MN) and Lock & Dam 10 (Guttenberg, IA). Please see attached map for approximate boundaries.



The Western Area is set-aside for small business. The Eastern Area is Unrestricted - Full & Open Competition.



The contract(s) awarded will be for one year, with Options (unilaterally exercisable by the Government) for up to two additional years. The period of performance will start no later than February 1, 2024.



The Contractor shall own or have access to five different drill rig types and a CPTu system, as well as support vehicles, The required rig types are: DRILL RIG A (All-Terrain Vehicle, Track-Mounted); DRILL RIG B (All-Terrain Vehicle, Flotation-Tired, Four-Wheel-Drive); DRILL RIG C, (Truck-Mounted, Two Wheel-Drive or Four Wheel-Drive); DRILL RIG D (Winch-Operated, Skid Frame-Type Drill); DRILL RIG E (Portable (Hand-Carried) Pipe Driving Winch); CPTu SYSTEM pushed by one of the above Drill Rigs. The equipment will be used on all types of terrain including but not limited to woods, steep hills, bogs, frozen lakes and swamps, and site conditions, dry, wet, snowy, or muddy. It will be used in all weather conditions; snow, rain, ice, and sub-zero temperatures.
