The purpose of the sources sought is to identify available authorized businesses to provide the required construction services.
This sources sought seeks to identify responsible potential sources to add a pipe loop to the existing water treatment facility at Biddle ANGB Horsham, PA.
Operation of the current Water Treatment Facility is primarily automated; however, some daily functions require manual operation. This repeated motion runs the risk of deteriorating parts. The granular activated carbon (GAC) vessels have valves that control water flow during the filtration process. A valve needs to be opened and closed to start and stop the water flow from the GAC to the clear well. Currently, the valve must be opened and closed manually and does require significant force to do so. The repeated physical operation of the valve can result in functional issues in the long term. If the valve fails, the GAC vessel will drain completely causing overflow issues to the clear well below.
The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to add a pipe loop to the effluent line as necessary to stop the flow of water once the granular activated carbon (GAC) system has been turned off at the control panel. The contractor shall make the necessary adjustments to stop the flow of water once the GAC has been turned off, without the need to manually turn valves. All work shall be completed by personnel qualified to work on water treatment systems.
This sources sought is being issued under NAICS Code 237110 Water and Sewer Line and Related Structures Construction and PSC Z1NE Maintenance of Water Supply Facilities. The size standard is $45,000,000.00.
