Description

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to International agency for research on cancer IARC is the only national or international agency that makes independent, authoritative recommendations on cancer hazards through assembly of expert working groups and non-algorithmic synthesis of published research. Only IARC services can generate the specialized reports needed for this activity. This is because: (1) IARC can supply information on nanomaterial exposures in the global supply chain. IARC focuses on international sources of production, exposure, and health risks. This is stated in their mission statement and confirmed by reviewing the most recent monographs in the last 5 years. IARC monographs regularly include expert working group members from the US, Western and Easter Europe, Asia, Africa, and South America. (2) IARC has extensive experience in nanotechnology health research. IARC researchers and expert working groups have published extensively and authoritatively on several types of nanotubes, nanofiber, and nanometals, including single- and multi-wall carbon nanotubes, silicon carbide, Fluoro-edenite, carbon black, titanium dioxide, nano-cobalt, and nano silica. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.



This notice of intent is not a request for competitive quotations; however, all quotations/responses received within the closing date of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
