9594CS24Q0002 Psychosexual Evaluations Pre-Solicitation Notice



This is a pre-solicitation notice for the Court Services and Offender Supervision Agency (CSOSA) in support of CSOSA's mandate to provide comprehensive treatment and assessment services to offenders (hereinafter referred to as Clients) who have been ordered to undergo such treatment by the courts, either as part of a sentence, pre-sentence, or as a condition of probation or parole.



The scope of work for this acquisition is for the Contractor to perform a comprehensive psychosexual risk assessment, sexual history polygraph examination, psychosexual risk assessment report, and corresponding treatment recommendations, if indicated, for each referred Client, and represent findings before appropriate judicial bodies, as requested. Risk assessment and treatment recommendations should be consistent with best practices outlined by the Association for the Treatment of Sexual Abusers (ATSA), specifically, ATSA Adult Practice Guidelines.



The Contractor will perform the work under the forthcoming solicitation at CSOSA’s facility located at 633 Indiana Avenue, NW, Washington DC, 20004. It may be possible that other CSOSA facilities in Washington, DC will be utilized on an as needed basis. The Contractor may also provide some services virtually.



The RFQ will be advertised as a total Small Business Set-Aside under NAICS code 621330, Offices of Mental Health Practitioners. The resultant award is anticipated to be a total of 5 years (one 12-month base period plus four 12-month option periods). A formal solicitation is tentatively scheduled to be available on or around April 30, 2024.
