Construct Consolidated MilStar Satellite Communications (SATCOM) Station, OFFUTT AFB, NEBRASKA



On or about 11 October 2022, this office will issue Request for Proposal (RFP) to Consolidated MilStar Satellite Communications (SATCOM) Station OFFUTT AFB, NEBRASKA. The solicitation will close on or about 29 November 2022. This solicitation is UNRESTRICTED.



Site Visit:



Scheduled Tour for Bidders. Pre-bid site visit must be arranged in advance for access to Offutt AFB, Nebraska. It is anticipated the site visit will be conducted on 25 October 2022 at 0800.

Assembly will take place at 0800 hrs. (08:00 a.m.) CST, outside of the Offutt AFB Youth Center located at 2506 Hruska Drive, Offutt AFB, NE 68123. All bidders shall be taken by an Air Force bus to the site. The purpose of the conference/site visit will be to familiarize prospective offerors with the extent and nature of the project as well as unique features of this solicitation.

Project Description:



Construct a consolidated Milstar Satellite Communications Station at Offutt Air Force Base, Nebraska, with High-Altitude Electromagnetic Pulse (HEMP) shielding for a survivable Satellite Communications Ground Terminal facility to support the MILSTAR program and achieve the objective of a global, secure, nuclear-survivable space-based communication system. Primary facilities will include a communications facility, special foundations and redundant power generators. A complete Electronic Security System (ESS) and Uninterruptible Power Supply (UPS) system will be provided. Construction incorporates cyber security and antiterrorism measures. Supporting facilities include site development, utilities and connections including placement of utility infrastructure for water, underground electrical, communications cabling, sanitary sewer, lighting, paving, parking, walks, storm drainage, information systems, landscaping, signage, fire protection and alarm systems, security fencing, and antennae pads. Facilities will be designed as permanent construction in accordance with the Department of Defense Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements UFC 1-200-02, High Performance and Sustainable Building Requirements, UFC 3-600-01, UFC 4-021-01, UFC 4-211-01, International Building Codes (IBC), and all required current National Fire Codes. This project will comply with Department of Defense Antiterrorism/force protection requirements per UFC 4-010-01.



The contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 730 calendar days) after receipt of NTP. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required.
