Description
The National Park Service, Contracting Operations - Central, intends to issue an Invitation for Bid (IFB) for the Replace Alarm System and Electrical Panel requirement for Fort Larned National Historic Site in Larned, KS.

Work will consist of: Providing a new addressable alarm system with managing computer system in nine historic structures and the park’s maintenance facility. The new intrusion/fire alarm system will have passive inferred intrusion sensors, and magnetic door contacts, at select locations, as part of the intrusion detection. Fire detection portion of system to include smoke and heat (rate of rise) sensors and some structures will have fire pull stations, hard wire carbon dioxide monitors and ADA compliant horn and strobe lights. All structures will have a new video surveillance system monitoring exterior areas and points of interest on interior surfaces. Video recording equipment shall tie into the managing program of the system. This will allow off site observance of the fort and other protected resources. Electrical Panel Replacement: Replace the main 400 amperage electrical distribution panel in the park visitor center. The new panel will replace an existing panel installed in 1974 servicing the park headquarters, visitor center and museum facility. A temporary electrical service panel will be needed while work to replace the panel is installed and tested.

PROJECT MAGNITUDE: Between $1,000,000 and $5,000,000

TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by Summer 2024 with performance to begin in late Summer 2024. Construction Wage Rate Requirements for Pawnee County, KS will apply.

North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 236220, and the size standard is $45 million. This project is set aside 100% for Women-Owned Owned Small Businesses.

SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.

PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available Spring 2024 and will be posted to the Contract Opportunities/SAM.gov website at https://sam.gov/content/opportunities. The requirement is subject to availability of funds; the resulting solicitation will not be issued until the project is fully funded.

The contracting office will not provide hardcopies or email copies of the solicitation.

REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
