NOTICE OF PROPOSED CONTRACT ACTION (NOPCA)



AND



SOURCES SOUGHT (SS)



The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division Contracting Branch, (AFLCMC/HNCK), Joint Base San Antonio Lackland intends to award, on a Sole Source basis, a Fixed Price Purchase Order for the acquisition of seven (7) Cryostat Distillation Columns (P/N 898-8691) to Linde Special Projects, LLC (Linde), 41 Spring Street, Suite 101, New Providence, NJ 07974-1143, Cage Code 92292. The North American Industry Classification (NAICS) code for this acquisition is 332420.



The proposed contract action is for the acquisition of these assets for which the Government intends to solicit and negotiate with only one source In Accordance With (IAW) 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), only one responsible source is reasonably available. Linde is the only known firm known by the US Air Force (USAF), that is capable of meeting the Government’s requirement at this time. The Government intends to make an award by end of May 2023. No technical data/drawings/technical orders are available.



If any firm believes it is capable of meeting the Government’s requirement, it may identify its interest and capability to the Contracting Officer (CO), Rachel Sexton (rachel.sexton@us.af.mil) and the Contract Specialist (CS), Patricia A. Johnson (patricia.johnson.27@us.af.mil), No Later Than (NLT) than 3:00 pm Central Daylight Time (CDT), on 3 May 2023.



Interested firms must submit a written Qualification Package for review and approval. Such approval must be received prior to contract award. The Qualification Package must include the following information: a) Firm name, address, a point of contact with details for telephone and email communications, b) a brief statement detailing the firm’s capabilities to meet the Government’s instant requirement, c) information to indicate whether they are a large or small business d) if they have any socio-economic classification, and e) whether they are a U.S. or foreign owned entity.



Any and all data received in response to this announcement marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The Government will not pay for any materials provided in response to this NOPCA/SS posting and submittals will not be returned to the sender(s).



An AFLCMC Ombudsman has been appointed to consider and facility the resolution of any concerns from Offerors, Potential Offerors, and others for this acquisition. However, before consulting the Ombudsman, any concerned parties should address their concerns, issues, disagreements, and/or recommendations to the above-named CO for consideration.
