Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND NOT A COMPETITIVE REQUEST FOR QUOTE.
The National Park Service, Intermountain Region, Northern Rockies Major Acquisition Buying Office, intends to issue a Sole Source award for Fire, EMS, and Limited Rescue services for the West Entrance of Yellowstone National Park (YELL) to Gallatin County, Montana¿s Hebgen Fire District.

Service Provider will respond to and perform the following emergency operations in the service area:
¿        Reports of smoke or other possible signs of fire in a structure, near a roadway, or developed area, alarm system activation for possible smoke, heat, or sprinkler activity in a structure, or report of other hazard(s) which normally require investigation by properly trained and equipped fire personnel.
¿        Initial attack, search & rescue, and sustained fire suppression operations in structure fires including preservation of property, overhaul, and salvage operations, and initial ¿cause and origin¿ investigation.
¿        Initial attack, rescue and sustained fire suppression operations for vehicle, trailer, and equipment fires including preservation of property, containment and minor mitigation of hazardous liquid spillage or firefighting foam, overhaul and initial ¿cause and origin¿ investigation.
¿        Initial attack, exposure protection and holding operations for wildland fires along the roadside or immediately adjacent to structures or parking areas.
¿        Investigation, isolation, containment, and minor mitigation actions for hazardous material incidents.
¿        Search and rescue of persons injured or trapped in confined spaces.
¿        Extrication, fire protection, rescue, triage, treatment, and transport of patients at vehicle
¿        collisions, or other transportation accidents immediately adjacent to roadways or developed areas.
¿        Emergency medical incidents not in remote backcountry locations, and the triage, assessment, treatment, and transport of persons to an appropriate medical facility.

Service Elements
¿        Provide one Type 1 fire engine as defined and staffed according to NFPA 1720, NFPA 1901, and other applicable NFPA standards, and one Advanced Life Support Ground Ambulance equipped and staffed as specified by Administrative Rules of Montana Subchapter 37.104.3, to provide initial response to a call for emergency operations within the Service Area. These apparatus and crews must be available for response 24 hours-per-day, 365 days-per-year, and must be permanently stationed outside the boundaries of YELL but within 3 miles of the West Entrance Station, YELL.
¿        Provide sufficient additional apparatus, equipment, supplies and personnel to respond to an incident that exceeds the capability or capacity of the initial response, consistent with Service Performance Specifications. Such additional resources could include but are not limited to:
o        additional staffed ambulances or fire engines as defined above.
o        additional supervisors or subject matter experts.
o        specialized apparatus such as fire aerial unit(s) or support or rescue vehicles.
o        or extrication or rescue equipment.
¿        Initial investigation of fires to determine the initial ¿cause and origin¿ as defined by NFPA standards, with provision for evidence documentation and protection until further investigation and disposition is assumed by the AHJ.

Service Performance Specifications
¿        Each emergency operation shall be managed using the Incident Command System (ICS) under the concept of Unified Command as defined by the National Incident Management System.
¿        Unified Command shall minimally consist of one representative of YELL assigned by the AHJ, and one representative of the service provider qualified to perform the command duties assigned for the incident.
¿        Fire and hazard incident operations will adhere to standards contained in NFPA 1720 and other applicable NFPA chapters unless Unified Command determines otherwise for life, health, safety, or resource protection reasons or that superseding law or regulation applies.
¿        Emergency Medical Service operations will adhere to standards contained in NFPA 1720 and the Administrative Rules of Montana Chapter 37.104 ¿Emergency Medical Services¿ unless Unified Command determines otherwise for life, health, safety, or resource protection reasons or that superseding law or regulation applies.
¿        Service provider shall meet the incident staffing, response and deployment standards as defined for ¿Rural area¿ or ¿Remote area¿ Demand Zones in NFPA 1720, Table 4.3.2 ¿Staffing and Response Time.¿ These Demand Zones within the Service Area have been determined by the AHJ and are described in Appendix A.
¿        Service provider shall first deploy all available personnel, equipment, and resources under the ownership and control of the provider to properly manage incident(s) as described in the Scope of Services. The provider then may request auto-aid or mutual aid resources to assist in the management of the incident(s).

Emergency Dispatch and Communications
¿        The AHJ maintains a Communications Center at 14 Stable Street, Mammoth Hot Springs, Wyoming known as the Yellowstone Interagency Communications Center (¿YICC¿) which serves as the Public Safety Answering Point (PSAP) with enhanced 9-1-1 capability for YELL and portions of Park County, Montana which lie outside of YELL This Communications Center provides the Emergency Event Processing/Dispatching function for all law enforcement incidents and emergency operations in YELL. All reports of emergencies as well as automatic or other alarms in YELL shall be routed to the YICC for processing.
¿        The Service Provider will operate or otherwise participate in the operation of a Communications Center as defined in NFPA 1221 wholly separate from the YICC which operates 24 hours-per-day, 356 days per year, staffed by trained telecommunicator(s), and shall meet the standards described in NFPA 1221 section 7.4 ¿Operating Procedures¿, 8.3 ¿Equipment and Operations¿, and 9.3.1 ¿(Radio Dispatching Systems) General¿ in order to receive requests for the Service Provider to respond to emergency operations incidents, and to dispatch resources under the control of the Service Provider. The Service Provider shall provide a listing of telephone numbers at their communications center including at minimum one primary number and two secondary numbers by which YICC staff may contact them to transmit details of an emergency incident and to coordinate emergency response.
¿        All apparatus and personnel provided by the Service Provider will have emergency radio communications devices meeting the standards contained in NFPA 1221 capable of transmitting and receiving signals on frequencies used by YELL to manage emergencies. A list of radio channels, frequencies and tones required is considered controlled information and will be provided to the Service Provider upon contract award.
¿        After initial dispatch and resource assignment by the Service Provider¿s communications center is accomplished, all apparatus and personnel assigned by the Service Provider to an incident.
¿        within YELL shall utilize YELL radio channels as assigned by the YICC or Unified Command while responding to and managing emergency operations. The Service Provider will utilize the YICC for subsequent emergency event processing and to coordinate the response, request additional resources, and document actions.

Ambulance Rendezvous
¿        As part of this agreement, the Service Provider agrees to provide ambulance rendezvous with YELL EMS for patients that are being transported by YELL EMS to
¿        medical facilities outside of the park when resources and local volume permit. This will be done by YICC contacting West YELL Dispatch and requesting a rendezvous at a determined location by a crew with an appropriate level of care. At this location, the care and patient will be transferred to the Service Provider crew.
¿        Once the care is transferred, the Service Provider Crew will retain sole responsibility for patient care under Service Provider protocols and policies.
¿        It is understood by all parties that due to changes in patient condition, weather, or other factors, the destination of the patient may change. The party that currently has care of the patient has the responsibility to make these changes as they see fit.
¿        This agreement in no way requires the Service Provider to accept a rendezvous request or for YELL EMS to make one.
¿        Patient Records Transfer:
o        Purpose of Transfer: Patient records are to be transferred between agencies solely for the purpose of ensuring seamless and comprehensive medical care. Both agencies commit to using the transferred records only in the context of the patient's ongoing treatment and to facilitate effective communication between medical personnel.
o        Confidentiality and Data Security: Patient records transferred between the agencies will be treated as confidential and sensitive information. Both agencies will implement appropriate technical and organizational measures to safeguard the records from unauthorized access, disclosure, alteration, or loss.
o        Authorized Access: Only authorized personnel directly involved in the patient's care, treatment, or administrative processes shall have access to the transferred records. Both agencies shall maintain clear processes for verifying and granting access permissions.
o        Storage and Retention: The receiving agency shall store the transferred records securely and retain them in compliance with applicable laws and regulations governing healthcare data. Records will be retained only for the duration necessary to fulfill the purpose of their transfer and any legal or operational requirements.
o        Third-Party Sharing: Patient records shall not be shared with any third parties outside the scope of the patient's treatment and care, except when required by law or with the explicit consent of the patient.
o        Data Integrity: Both agencies commit to ensuring the accuracy and integrity of the transferred patient records. Any discrepancies or inaccuracies discovered should be promptly communicated and rectified.
o        Accountability: Both agencies acknowledge their respective roles and responsibilities in safeguarding patient privacy and data security. In case of any breaches, unauthorized
o        access, or data loss, both agencies will promptly investigate, mitigate, and notify the affected parties as required by law.

The National Park Service intends to procure Fire, EMS, and Limited Rescue services from one source under the authority of FAR 13.106-1(b). This will be a commercial acquisition using simplified acquisition procedures and will be classified under North American Industry Classification System (NAICS) 541611 with a Small Business Size Standard of $41.5 million. This is a Sole Source Notice and not a request for quotations. No solicitation document is available with this notice. Any firm that believes it has the capabilities to provide Fire, EMS, and Limited Rescue services may contact the Contracting Officer, Sally Leitch at sally_leitch@nps.gov, with documentation how their firm is capable of providing these services for consideration by the closing date and time of this notice. A determination not to compete this proposed order based on responses to this notice will be made at the discretion of the Government. Information received as a result of this notice will be considered for support of the Government's determination to support of a non-competitive strategy.
