PRE-SOLICITATION NOTICE
DESCRIPTION OF REQUIREMENT
The contractor shall provide Hardware consisting of obsolescent component procurement, and storage of obsolescent components for the Abrams FoV. This contract will allow for continued service support to the U.S. Army Tank-automotive and Armaments Command (TACOM) Integrated Logistics Support Center (ILSC), Project Director–Main Battle Tank Systems (PDMBTS) and Abrams FMS customers. This includes the M1A1; M1A2; M1A2 System Enhancement Program (SEP); M1-based common components of the Joint Assault Bridge (JAB), and Assault Breacher Vehicle (ABV); and Abrams FMS, including to Kuwait, Saudi Arabia, Iraq, Egypt, Australia, Morocco, Poland, Taiwan, and Ukraine. These obsolescent components are needed to bridge the gap until a new component(s) can be designed, validated, and produced to meet the technical data and product fabrication specifications of the Abrams Tank System. The obsolescence management functions include:
A. Procuring and storage: The contractor shall be responsible for the procurement, storage, inspection, tracking, reporting, and release of obsolescent material/hardware, NSN and non-NSN items, acquired under this contract and previous out-of-production contracts. Contractor is also responsible for proper storage of the hardware to include temperature and antistatic controlled facility.
The contractor shall notify the Government when parts are becoming obsolete, and the Government will review the recommendation and determine its requirement. The contractor shall provide the Government multiple hardware proposals throughout the life of this contract, as well as certified cost and pricing information whenever the procurement exceeds the certified cost and pricing threshold. The Government will conduct a cost/price analysis on each hardware proposal it receives.
The Government intends to go sole source because only one company replied to the market research and the last 4 contracts were sole sourced to GDLS as well. GDLS also holds the Technical Data for the obsolete materials/hardware for the Abrams Family of Vehicles.
