Notice of Intent to Sole Source Requirement
The Department of Veterans Affairs, VA Healthcare System, Network 10 Contracting Office intends to negotiate a sole source contract for Non-Emergent Patient Travel Service that includes both ambulatory and wheelchair service under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, Only One Responsible Source for the following services listed below. The associated NAICS code for this is 485991. The vendor will be Holt Transport Services LLC. This will be a short-term, estimated six months, contract to provide an emergent need for service. A competitive solicitation will follow.
Description of services:
SERVICE: The Contractor shall furnish wheelchair van and car for hire (taxi) transportation services from date of award for one (1), six (6) month period. This service is for eligible beneficiaries and their attendants, escorts, and caregivers of the Saginaw VA Healthcare System and its community-based outpatient clinics (CBOC s). All transportation shall be provided in a safe manner. The coverage will be for the Aleda E Lutz VA Medical Center, Saginaw, MI, which includes transportation for the following clinics:
i. Bad Axe (CBOC), 1142 S. Van Dyke Rd, Suite 100 Bad Axe, MI 48413
ii. Cadillac (CBOC) 1909 North Mitchell St. Cadillac, MI 49601
iii. Clare (CBOC), 11775 N Isabella Rd, Clare, MI 48617
iv. Traverse City (CBOC) 701 U.S. 31 South Traverse City, MI 49685
v. Gaylord (CBOC), 2782 South Otsego Gaylord, MI 49735
vi. Grayling (CBOC), 1680 Hartwick Pines Road Grayling, MI 49738
vii. Indian River (CBOC), 5739 Hwy M68 Indian River, MI 49749
viii. Alpena (CBOC), 180 North State Avenue Alpena, MI 49707
ix. Oscoda (CBOC), 5671 Skeel Avenue, Suite 4 Oscoda, MI 48750.

It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement on short notice. It is the Government's intention to solicit and negotiate with only this source for this short-term contract. This requirement is to continue services to allow time for a competitive solicitation.
This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers.
Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received NLT 4:00 PM EST on 4/29/2024. No telephonic inquiries will be accepted. All responses must be e-mailed to the contracting officer.
