Under the authority of permitting other than full and open competition, 10 United States Code (U.S.C.) 3204(a)(1), as implemented under Federal Acquisition Regulation (FAR) 13.5(a) Sole Source Acquisitions, “Simplified Procedures for Certain Commercial Items”, the Government plans to solicit and negotiate a sole source contract to the original equipment manufacturer (OEM), Cummins, Inc. (CAGE 04MP1). Interested vendors may submit a statement of interest and description of their capabilities within 15 days after date of publication of this synopsis for consideration by the Government.
ACC-DTA proposes to award a new one-year Firm Fixed Price commercial contract to Cummins, Inc., for the remanufacture of Cummins V903 675 HP engines to support the TACOM Life Cycle Management Command (LCMC), Integrated Logistics Support Center (ILSC).
The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.5(a). This notice of intent is not a request for proposals. Subcontracting opportunities may exist. Based upon market research, the Government is using the policies contained in FAR Part 13.5, Simplified Procedures for Certain Commercial Items, in its solicitation for the described supplies or services.
