Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. Firm Fixed Price, Charge Master Services for the Indian Health Service (IHS) Hospitals and Clinics in the Billings Area (Montana and Wyoming). The facilities include: BlackFeet Service Unit, BlackFeet Community Hospital, Browning, Montana; Crow Service Unit, Crow/Northern Cheyenne Hospital, Crow Agency, Montana; Fort Belknap Service Unit, Fort Belknap Hospital, Harlem, Montana; Fort Peck Service Unit, Verne E. Gibbs Health Center and Chief Redstone Clinic, Poplar and Wolf Point, Montana; Northern Cheyenne Service Unit, Lame Deer Health Center, Lame Deer, Montana; and Wind River Service Unit, Fort Washakie Health Center, Fort Washakie, Wyoming. Little Shell Service Unit, Little Shell Health Center, Great Falls, Montana. Base Year with Four Option Years. This solicitation is set-aside for Small Business Indian Firms (SBIF) pursuant to the Buy Indian Act 25 U.S.C. 47. If IHS does not receive at least two offers that are reasonably priced offers from SBIF’s, IHS will then evaluate quotes and consider award to other small business concerns under the following 3-tier cascading set-aside (in order of first consideration to last consideration);



1st Tier: Small Business Indian Firms



2nd Tier: Small Business



3rd Tier: Large Business



The RFQ issued as a 100% Indian Economic Enterprise Small Business (IEESB) Set-Aside. The associated NAICS code is 541611 with a small business size standard of $16.50 million. The Base Period of Performance shall be from December 21, 2022 through December 20, 2023 with Four Option Years. Please see attached for more details.
