Description

This Sources Sought is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent's expenditures made in response to this notice. Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned. Any solicitation issued as a result of this notice will be in a separate announcement. The purpose of this notice is to survey interest and obtain capability statements from industry.



The U.S. Army Corps of Engineers (USACE) Baltimore District is considering a reprocurement of an indefinite-delivery indefinite-quantity (IDIQ) mechanical construction single-award task order contract (Mechanical Construction SATOC) for repairs, rehabilitation, modification, upgrades, and renovations of pipelines, mechanical systems, and other mechanical infrastructure of the Washington Aqueduct. The SATOC would have a five-year ordering period with a maximum value of $15M. The NAICS code for this procurement is 237110 which has a small business size standard of $45,000,000.00.



PROJECT DESCRIPTION

The SATOC’s scope would consist of, but are not limited to, the repair and renovation of existing systems of the following types: industrial mechanical equipment to include compressors, pumps and motors, pumping stations, water mains, sluice gates and valves, fire alarm systems, fire extinguishing systems, intrusion detection systems, and heating, ventilation and air conditioning (HVAC) equipment and systems. There may be ancillary design efforts necessary.



CAPABILITIES STATEMENT

Vendors interested in the potential procurement shall submit a brief capabilities statement no longer than ten pages. The capabilities statement shall include the following:



1. Company name, address, point of contact, phone number, e-mail address, CAGE code, and UEI number.

2. Business size in relation to the NAICS code, including small business category as applicable (e.g. woman-owned small business, service-disabled veteran-owned small business, etc.).

3. A narrative and completed Experience Worksheet of construction projects performed within the past ten years in the following areas. Describe work performed as a prime or subcontractor, and the capability to meet any areas with no experience.

a. Working in a high security environment.

b. Working with water treatment processes.

c. Working with heating, ventilation and air conditioning (HVAC) equipment and systems, including, but not limited to ducts, controls, boxes and wiring devices.

d. Working with industrial mechanical equipment to include compressors, pumps and motors.

e. Working with pumping stations.

f. Repairing or replacing water transmission mains, pipelines, and valves.

g. Producing ancillary design efforts of the above stated tasks.

h. Employees/subcontractors that can pass background checks to access a military base.
