Community-Based Health Care Substance Use Disorder Services (SUDS) Program Alexandria VA Health Care System Pineville, Louisiana DESCRIPTION: This is a Sources Sought to determine the availability of potential sources having the skills and capabilities necessary to provide the services as part of its community-based Health Care Substance Use Disorder Services (SUDS) program. The expected length of stay will be determined by the veteran s treatment team, not to exceed six months. The decision on length of stay will be decided by the SUDS Coordinator or designee and director of facility providing that funding is available. BACKGROUND: The purpose of this request for information/Source Sought is to determine the availability of potential sources in the surrounding areas of the Alexandria VA Health Care System located at 2495 Shreveport Highway, 71 North, Pineville, Louisiana, 71360 that can provide (6) six beds and services above the level of room and board. This notice is searching for a residential treatment for homeless veterans who are participating in the Health Care for Homeless Veterans (HCHV) and Substance Use Disorder (SUD) Treatment Programs. It is understood that the clients to be cared for under this contract are Veterans who require shelter and/or are homeless, require care, treatment, and rehabilitation services for substance use disorders and/or co-occurring mental health disorder and are capable of self-care daily. Public transportation shall be available to Veterans in the city of the selected contractor, or the contractor shall provide transportation for the Veterans to and from the Alexandria VAHCS to receive treatment and /or services. Services will be provided in accordance with all terms, conditions, and provisions listed on the schedule of this solicitation. The Contractor shall furnish each veteran authorized care under this contract with room, board, 3 meals per day 7 days per week plus snacks, laundry services, transportation to and from outpatient appointments, medication monitoring, and monitoring for changes in behavior/mental or physical condition. In addition to providing all services outlined for general room and board, the contractor will place emphasis on close supervision of these veterans due to their complex care needs. SERVICES TO BE PROVIDED General Responsibilities: The contractor will provide sufficient facilities to accommodate 6 (six) Veterans with residential placement which will involve: (1) Structured group activities as appropriate examples include group therapy, social skills training, Alcoholics Anonymous, Narcotics Anonymous, vocational counseling and physical activities as appropriate. (2) Collaboration with the VA program staff, which will provide supportive psychosocial services. (3) Skilled professional counselors of high quality geared for a population with chronic psychiatric problems, including substance abuse/dependence, e.g. and addiction therapist and/or psychiatric technicians. The counselors possess assessment and crisis intervention skills. (4) Individual professional counseling, including counseling on self-care skills, adaptive coping skills and, as appropriate, vocational rehabilitation counseling, in collaboration with VA program and community resources. (5) A drug and alcohol-free setting and consistent support for drug and alcohol-free lifestyle. The contractor will have a system to do admission and random breathalyzers as needed. The Veterans Affairs Medical Center (VAMC) will provide drug screening upon request, in a timely manner. (6) Assistance to develop responsible living patterns, to maintain an acceptable level of personal hygiene and grooming, and to achieve a more adaptive level of psychosocial functioning, upgraded social skills, and improved personal relationships. (7) Support for an alcohol/drug abuse-free lifestyle provided in an environment conducive to social interaction and the fullest development of the resident's rehabilitative potential. (8) Assistance to gain and to apply knowledge of the illness/recovery process in an environment supportive of recovery models. (9) A program that promotes community interaction. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a Sources Sought synopsis. Responses shall be submitted by email to anitra.session@va.gov. Provide the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 623220 Residential Mental Health and Substance Abuse Facilities (size standard $19M). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought synopsis, a solicitation announcement may be published on the SAM Contract Opportunities website. Responses to this source sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this Sources Sought announcement.
