This posting is a Market Survey requesting information supporting the Product Manager Petroleum and Water Systems (PdM PAWS) Chemical Biological Radiological Nuclear (CBRN) Water Hauler program.

MARKET SURVEY

THIS IS A MARKET SURVEY REQUESTING INFORMATION IN SUPPORT OF THE PERFORMANCE REQUIREMENT DESCRIBED BELOW. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Also, it is not a request seeking contractors interested in being placed on a solicitation mailing list. Response to this questionnaire is voluntary and no reimbursement will be made for any costs associated with providing information in response to this Market Survey and any follow-on information requests. Data submitted in response to this Market Survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered.

PERFORMANCE REQUIREMENT:

1. The purpose of this questionnaire is to obtain information on existing industry capability to satisfy U.S. Army requirements for a CBRN Water Hauler described in Table 1 below. Computer Aided Design (CAD) model representations of the Camel II Water Pod and the Requirements section of the Camel II Purchase Description, ATPD 2398, are being provided to aid in understanding the base system that will be produced according to a Level (3) Product Level Technical Data Package (TDP) as part of the CBRN Water Hauler system.

The CAD models and ATPD are marked Distribution D - Export Controlled. Parties interested in obtaining the documents must be certified in the Joint Certification Program (JCP) and have an active System for Award Management (SAM) account, and the data custodian requesting the information must be registered in SAM.gov to request access to the technical data. The data custodian for the interested party shall request access directly from the Contract Specialist Elizabeth Merriman, Army Contracting Command - Detroit Arsenal (ACC-DTA), at elizabeth.merriman.civ@army.mil. The data custodian must provide the Organization's name, Unique Entity ID (UEI), and CAGE code in the email. Upon approval, the Government will provide document access to the data custodian for the CAD drawings and the ATPD via the DoD SAFE site.

There is no risk to you for participating in this survey. This is an important opportunity for you to influence the solicitation provisions and contract clauses and the full range of other elements supporting the acquisition strategy for this program.

2. The System performance characteristics are summarized in the CBRN Water Hauler Summary of Characteristics, Table 1 in the Market Survey document. The CBRN Water Hauler fills a mission need by providing the Army with a tactically mobile, rapidly deployable, logistically supportable, and flexible non-potable water distribution system for decontamination operations. The CBRN Water Hauler will be used by units at all echelons throughout the battlefield and will be the primary system for providing a more flexible and efficient way of receiving, storing, and issuing non-potable water. It will replace the Tank and Pump Unit (TPU). The CBRN Water Hauler will be procured using the Unit Water Pod System (Camel II) platform and will consist of an 800-gallon (T), 900-gallon (O) capacity tank, mounted on a Government Furnished Family of Medium Tactical Vehicle (FMTV) M1083 5-Ton. The CBRN Water Hauler must meet the same mission profile of its intended prime mover (FMTV truck variants). The system will be operable from -25 degrees F to 125 degrees F. The system must be capable of holding non-potable water to include brackish, or seawater. The system must be transportable by highway, rail, air, and marine transport modes and be handled and transported by current material handling equipment. The current Acquisition Strategy for the CBRN Water Hauler will require the contractor to build the Camel II Water Pod and integrate onto the M1083 Medium Tactical Vehicle (MTV).
