The U.S. General Services Administration (GSA) is seeking real estate developers and industry volunteers to participate in a charrette-style discussion aimed at enhancing market interest in redevelopment of the government-owned properties located at 202, 214, and 220 S. State Street, Chicago, IL. All three structures are either listed in or eligible for listing in the National Register of Historic Places.



The primary objectives of the meeting are to engage with:




  1. representatives from the real estate development and investment community with a broad range of project expertise (e.g., mixed use, housing, entertainment, cultural, academic, etc.) and perspectives on how to optimize interest within the Chicago Loop.

  2. representatives from non-traditional funding organizations that offer development incentives that could fit the subject properties (e.g., community foundations and managers of state, local, and federal programs), and

  3. representatives of influential Chicago community institutions (e.g., cultural, academic, urban planning or other non-profit leaders)



Topics of discussion will include, but will not be limited to, overview of the properties, reuse conceptualization, financial feasibility, access to financing, redevelopment incentives, discussion of potential deal structures, public--private partnership strategies, programming, tenant mix, etc.



This information exchange is being conducted in partial support of the National Environmental Policy Act and National Historic Preservation Act Section 106 statutory process in progress on the future of these State St. properties, in which GSA seeks viable adaptive reuse alternatives to demolition of the properties.



The meeting will be held on December 8, 2023, from 9 a.m.-12 p.m. at the John C. Kluczynski Federal Building, 230 S. Dearborn Street, 35th Floor HUB, Chicago, IL 60604. The possibility of virtual engagement will be evaluated based on interest.

Note that participation in this meeting will not exclude participants from responding to any Requests for Proposals (RFP) or Request for Qualifications (RFQ) potentially issued by GSA related to these properties in the future.
