This is a Sources Sought notice to obtain information regarding the availability and capability of all qualified sources to fulfill a potential requirement for an ARSR-4 Oscillator X2 Circuit Card Replacement project



The NAICS code is 423690 Other Electronic Parts and Equipment Merchant Wholesalers. The purpose of this notice is to conduct market research and obtain information from qualified businesses.



This is NOT request for proposals, bids, or quotes. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received because of this announcement.



This procurement for The Federal Aviation Administrations (FAA) will provide the ARSR-4 radar sites an Oscillator X2 Circuit Card that is used to generate the system’s various transmit frequencies. This circuit card is obsolete and needs to be replaced with a Form, Fit, Function (FFF) design.



There are 20 currently configurations of circuit cards required to generate the various frequencies on the ARSR-4. These circuit cards will be identical in Form and Fit and need to fit inside the current chassis. The only difference in function between them will be the final output frequency. This will be a FFF replacement of the current board. Any replacement will need to fit the exact dimensions, input and output connections (position and type) and include the current design’s placement and functionality of test points so that testing can be performed on the existing test fixture.



Our current design called for a single circuit card with the option of placing 20 different oscillators to achieve one board being capable of 20 different configurations, alterable by our logistics shop. The new design could follow a similar method (one board with 20 different configurations with respect to a single oscillator part) or it could be 20 different boards all fully populated. The goal is to have a robust, relatively inexpensive replacement card with the output frequencies needed, but how that is accomplished can be variable.

All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to James Love, Contract Officer, by email at james.love@faa.gov NO LATER THAN October 3, 2023 @ 3:00PM EST. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
