Description

The National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), Marine Operations (MO) is soliciting a firm-fixed price contract to provide software and/or software development services necessary to develop and track annual schedules for NOAA’s fleet of research vessels and manage professional mariner scheduling, personnel profiles, training, and qualifications.



This procurement will be issued as a 100% full and open competition. The acquisition will be issued as a Request for Quotes (RFQ) in accordance with Federal Acquisition Regulation (FAR) Part 13.5- Simplified Procedures for Certain Commercial Products and Commercial Services. The applicable North American Industrial Classification System (NAICS) code is 541512, Computer System Design Services. The small business size standard for this NAICS code is $34 million. It is anticipated the RFQ will be issued on or about April 17, 2024. The Government anticipates awarding one contract from this solicitation that will run from date of award through five years.



The RFQ will be issued via electronic posting on the System for Award Management web site www.sam.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor sam.gov for the release of the RFQ and all subsequent amendments. Prospective contractors who are interested in submitting a quote for this acquisition are encouraged to register with sam.gov and to be on the Interested Vendors List for this acquisition. Contractors must obtain a Unique Entity ID (UEI) number and provide it with the quote.
