PIEE Solicitation Module Vendor Access Instructions.
Grounds and Tree Maintenance Services, Marine Corps Base Hawaii, Camp H. M. Smith, Central and West Oahu and Various Areas, Oahu, Hawaii. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide Grounds and Tree Maintenance Services, Marine Corps Base Hawaii, Camp H. M. Smith, Central and West Oahu and Various Areas, Oahu, Hawaii. The work includes, but is not limited to, maintaining grounds areas (prestige grounds, improved grounds, semi-improved grounds, and unimproved grounds) to ensure a healthy and sightly appearance. The Contactor shall perform lawn maintenance, vegetation control/removal, irrigation systems operation, debris removal, operation of irrigation systems, shrub and hedge maintenance, plant bed maintenance, brush/grass maintenance, tree maintenance, outdoor artificial turf maintenance, maintenance of xeriscape areas, maintenance of airfield runway and adjacent areas, canal maintenance to ensure unrestricted flow of water into the main drainage systems, removal of obstructions and vegetation control in storm drainage systems to ensure unrestricted flow of storm water runoff, tree Identification tagging, mangrove maintenance, maintenance of roof and roof drains and gutters, firebreak maintenance, brush/grass/debris removal maintenance (Bellows/Waimanalo Stream), scheduled pest control services, controlling lawn, turf and ornamental plant pests to ensure facilities are free of lawn, turf and ornamental plant pests, herbicide services, weed control, and sewer pond weed removal, mangrove maintenance, water cannon and IR camera maintenance, and service trash receptacles.
Procurement Method: Contracting by Negotiation. The NAICS Code for this procurement is 561730 and the annual size standard is $9,500,000.00. The contract term will be a base period of 12 months plus four one-year option periods. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. The minimum guarantee will be the Base Period Recurring work and the maximum value of the contract will be the total value of all the Contract Line Items in the Schedule. This contract will replace a contract for similar services awarded in August 2019 for $1,460,162.28 (recurring work) and $48,426.98 (nonrecurring work). Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information.
Based on market research, including a sources notice issued on 3 May 2023 on sam.gov, there is a reasonable expectation that offers would be obtained from at least two responsible HubZone concerns. Based on this, the subject solicitation will be issued as a competitive HubZone set-aside. The NAVFAC Hawaii Small Business Office concurs with this decision. Offerors can view and/or download the solicitation, and any attachments, at https://www.sam.gov when it becomes available. Proposals shall be submitted using the PIEE Solicitation Module. See attached PIEE Vendor Registration Guide. All interested offerors shall register in PIEE. No notice of solicitation activity will be provided to interested offerors.
The solicitation utilizes source selection procedures which require offerors to submit a non-price proposal (Corporate Experience, Safety, Execution and Past Performance), and a price (or cost) proposal for evaluation by the Government. Proposal receipt date is approximate.
