Description
FULL-SERVICE FOR TCGRX ATP SYTEM

The Martinsburg VA Medical Center is conducting this Sources Sought to identify contractors who possess capabilities to provide the services described in the Statement of Work below.

As permitted by the FAR Part 10, this is a market research tool being utilized for the informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy.

Response is strictly voluntary it is not mandatory to submit a response to this notice to participate in formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitation posted as a result of this sources sought notice.
Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the sources sought.

This service will be implemented using the North American Industry Classification System (NAICS) Code 811210.

If a small business is interested in this procurement, they must provide at least 51 percent of the services rendered.

NOTES
All Capability Statements/Responses to this Sources Sought Notice shall be submitted via email only to Danfeng.lu@va.gov. Telephone, Fax, or any other form of communication inquiries will not be reviewed or accepted. Responses to this Sources Sought Notice must be received no later than May 4, 2023 at 1:00 p.m. (Eastern Standard Time). This Sources Sought Notice may or may not assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued, it may or may not be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this Sources Sought Notice.

STATEMENT OF WORK
TCGRX ATP SYSTEM

PURPOSE
The Martinsburg VAMC is requesting a full-service contract on the TCGRX ATP system. This system includes the automated packager, and lower packaging units (LPU). This system is critical for pharmacy to have up and running 95% of the time. Having this system down for an extended period delays patient care by preventing pharmacy from getting medication to the patient in a timely manner.

HOURS OF OPERATION
Normal hours of coverage are Monday through Friday, 7:00 AM to 4:30 PM Central Standard Time excluding national holidays. All services shall be performed during normal hours unless otherwise scheduled with the COTR or his/her designee. Contractor shall always be professional and shall take all necessary precautions to maintain a safe environment for the occupants. Contractor shall fully minimize noise possible while working in all buildings.
Note: Hardware/software update/upgrade installations, where applicable, will be scheduled and performed outside normal hours of coverage at no additional charge to the Government (unless it would be detrimental to equipment up-time; to be determined by the COTR).

SELECTION CRITERIA
Vendor shall provide services listed below for the Martinsburg VAMC on the equipment listed in table 1.
Contractor must provide 24/7 phone support

Contractor must include parts at no extra cost

Contractor must provide customer ordered site visits at no more than $2000/visit

Contractor must include all software licensing and updates

Contractor must provide data bank updates when the customer request

Contractor must provide label changes

Contractor must include interface changes

Contractor must include web-based training

Contractor must provide on-site training at no more than $2500 a day

Vendor shall coordinate all service calls and maintenance activities with Lore Rojas or her supervisor(s) of the biomedical engineering department. Any calls received by another individual will result in an unauthorize commitment and will not be covered under the service contract.

Vendor is to maintain MOU/ISA support which allows them to do remote support from a data center.

Vendor shall perform a minimum of two (2) preventative maintenance (PM) during the year in June and December. PMs must be done during normal business hours.

Vendor shall schedule PM activities one more in advance in May and November.

Vendor shall perform software updates bi-annually.

PLACE OF PERFORMANCE
The place of performance will be at the Martinsburg VA Medical Center in Martinsburg, WV.
PERIOD OF PERFORMANCE
All hardware and software shall start on June 9th and run to June 8th the following year with the option to renew for four (4) additional years.
