Description

Notice of Intent to Sole Source



The Naval Ophthalmic Readiness Activity Detachment Yorktown, VA intends to issue a sole source contract to Kaeser Compressor, Inc. for a Heatless Desiccant Air Dryer with a dew point sensor and mounted filter package. The existing air compressor system shall be modified to install a dew point monitor to the existing Kaeser desiccant air dryer and to install two air main charging systems on the existing air distribution piping. The air main charging systems are to prevent moisture-laden compressed air from reaching and damaging costly and sensitive production equipment.



The contractor will provide the specified system equipment, delivery, labor, and installation, for all equipment procured under a resultant contract. The contractor shall maintain the equipment within the original equipment manufacturers OEM specifications, in accordance with all US, State, and Local law and regulations; US Navy regulations and instructions; and, Joint Commission requirements, specified in the Comprehensive Accreditation Manual for Hospitals (CAMH) for the lifetime of the original equipment warranties. U.S. Navy regulations and instructions will be made available upon request. When product recalls or upgrades are necessary to maintain the equipment in service within the original manufacturer’s specifications, the contractor shall obtain and install the same.



The system shall consist of the following:



Kaeser Heatless Desiccant Air Dryer with Dew Point Monitor and Filter Package



Dew Point Monitor for existing Kaeser Desiccant Air Dryer



(2) EA – Kaeser Air Main Charging System



The system shall be capable of achieving a -40 degree pressure dew point with up-flow drying and down-flow purging to ensure stable outlet dew point and longest desiccant service life.



The system will be able to monitor dew point of the compressed air and shut off delivery of air when dew point exceeds set limits.



The system shall be installed in the existing mechanical rooms that house the compressed air system.



The system shall include all manufacturer warranties for the first year (12 months) post installation to include parts and labor. Onsite operator training shall be provided on all equipment to include equipment manuals.



The estimated delivery will be 15 April 2024.



This notice of intent is not a request for competitive proposals. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and price information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed five (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response or acceptance of the capability statement. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements should also include the business size and cage code.
