1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Côte d’Ivoire (the “Government” or “GoCI”) have entered into a Millennium Challenge Compact (the “Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Côte d`Ivoire in the amount of approximately US$ 536.7 million (“MCC Funding”). The Government, acting through MCA-Côte d’Ivoire (the “MCA Entity” or “Buyer”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Offers (“RFO”) is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the MCA-Côte d’Ivoire website (http://www.mcacotedivoire.ci).

2. MCA-Côte d’Ivoire now invites offers from legally constituted Offerors to provide the services referenced above (“Offers”). More details on these services are provided in the Terms of Reference.

3. This RFO is open to all eligible entities (“Offerors”) who wish to respond. Subject to restrictions noted in the RFO, offerors may associate with other offerors to enhance their capacity to successfully carry out the assignment.

4. A contract will be awarded by MCA-Côte d’Ivoire for a base period starting at the contract’s signature and ending on June 30th,2025. Two optional periods covering respectively the years 2029 and 2030 will be awarded and financed through a different contract at the sole discretion of the firm MATHEMATICA, an independent evaluator selected by MCC.

5. An Offeror will be selected under the Quality Cost Based Selection “QCBS”, the evaluation procedure described in this RFO is in accordance with the “Accountable Entity Procurement Policy and Guidelines” which are provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, includes a review and verification of qualifications and past performance, including reference checks, prior to the contract award.

6. A Pre-Proposal conference will be held on April 16th, 2024, at 3.00 pm Abidjan time. The Conference will be held via the platform Microsoft Teams. The access link will be provided to the Offerors registered with the Procurement Agent.

This will ensure that the Consultants receive updates, clarifications and/or addendums regarding this RFO.

8. Offers must be submitted in the manner specified in the RFO, no later than May 6th, 2024, at 3.00 pm Abidjan – Côte d’Ivoire Time. Late Offers will be rejected.

Offerors may request clarifications by e-mail no later than April 22nd, 2024, so that responses be provided to all of them no later than 7 days before the submission deadline.
