This notice is for Market Research only in accordance with Federal Acquisition Regulation (FAR) Part 10 to determine the capability of potential sources.



DESCRIPTION OF REQUIREMENT: The Rhode Island Army National Guard is required to record and produce audio of court-martial proceedings in order to comply with the Uniform Code of Military Justice (UCMJ). The audio must then be reformatted into a universal format in order to be reviewed and played on various platforms and by various personnel. The Army National Guard requires supplemental court reporting equipment which possesses capabilities to produce legal transcripts in a complete, end-to-end solution that converts speech to text in real-time with or without continuous commercial internet connection.





SUBMISSION INSTRUCTIONS: If your organization has the potential capability to provide this requirement, submit a capabilities statement to include the following information at a minimum:




  1. Organization name, organization address as registered in SAM, Cage Code/UEI Number, email address, Web site address, telephone number, and size and type of ownership for the organization; and

  2. Question 1: Are you an authorized distributor of both Court recording hardware AND software?

  3. Question 2: Are you capable of providing the below warranty services to the Government for a total of 5 years?

  4. Question 3: Are you capable of providing Hardware, Software, and warranty services in accordance with the system functions and characteristics below?

All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.

System Physical Hardware and Software:



Item Description



1 Reporter Laptop w/monitor, incl Transcription Software



1 10-mic wireless system with 16-channel Audio Interface



Five 1000 ASR usage hours (5000 hours total) 1 per year





System Functions and Performance Characteristics:




  1. The system shall be designed with mobile laptops that will allow for the easy transportation of equipment to different locations. The laptops shall be integrated and configured to with legal transcription software equal compatible with structure of the existing system.

  2. Completed, the system shall be able to interface with multi-channel audio components and unidirectional wireless digital microphones for the purpose of automated legal transcription.

  3. The components shall support a 1-for-1 transcription time. For every hour recorded the system should take one hour to edit the rough draft. The system shall have the capability of producing near real-time transcripts of recorded audio with a 90-95% accuracy rate.

  4. The system shall have the capability to generate hyperlinked indexes in PDF and HTML formats, allows end-users to generate complete indexes for each transcript or a volume of transcripts.

  5. The system shall be fully integrated with a speech engine to accurately produce speaker identification, punctuation, number processing, capitalization variations, accounting for specialized vocabulary and resolving common speech recognition errors.

  6. The system shall have the capability of redacting audio recordings and text transcripts simultaneously, while providing high-quality audio for each speaker while synchronizing precisely with the text.

  7. The system shall provide for the creation and editing of custom dictionaries in real-time, and replace mistranscribed words and add punctuation, change case, and alter the format and spelling of contiguous words.

  8. The system shall have the capability to utilize a local area network (LAN) to allow for sharing of transcripts in real-time between the courtroom and editing team located at an off-site location. Each team editor shall have access to live audio and on-screen text generation of ongoing testimony within the courtroom. Each team editor shall have access to make transcription corrections, add or remove text, and add make dictionary entries in real-time.

  9. The system shall also have the capability of functioning standalone, utilizing an embedded speech engine, or remotely, using an internet connection. The system’s on-premises speech to text generation shall have the same performance or accuracy compared to when using internet connection.
