?1. The Naval Air Systems Command intends to negotiate and award sole source, firm fixed price delivery orders under Basic Ordering Agreement N00019-17-G-0006 with Carlton Life Support Systems, Inc., Davenport, IA for the investigation of Physiological Episodes (PEs ) and associated technical support in support of U.S. Navy T-45, U.S. Marine Corps F/A-18 C/D, and U.S. Navy / Foreign Military Sales F/A-18 C-F and EA-18G aircraft. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer, manufacturer, and supplier of the GGU-7 and GGU-12, only Carlton Life Support Systems, Inc. possesses the peculiar engineering capability, resources, expertise, intricate knowledge, and data necessary to satisfy the Government's minimum requirements.
