The Cogen needs uninterruptible natural gas in order to operate. NIH has implemented a model to predict
ongoing and spot gas purchases to obtain natural gas at the best value for the Government.
The objective of this project is to obtain uninterruptible natural gas of the correct quantity and composition
at prices specified by the Technical Monitor using the NIH mathematical model. Term gas purchases will
be made on a monthly, bi-monthly, seasonal, or annual basis.
