Description

The U.S. Army Corps of Engineers, Mobile District (SAM) intends to place a brand name specification into solicitation W9127824R0051 Control, Electronics, and Integration Laboratory, in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals; however, all information received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Lockmasters High Security Type II Pedestrian Door Preassembled Locks (PDPL).



The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement for the Control, Electronics, and Integration Laboratory (CEIL) project located at Redstone Arsenal, AL. The CEIL project is for the development of approximately 7,600 sf facility for research and development of all Army aviation and missile systems. This project will include laboratory space, secure open storage areas, conference room, and common areas.



The Lockmasters PDPL includes Lockmasters LKM10K series with Kaba X-10 combination lock. The PDPLs must meet federal specification FF-L-2890C and be a single motion lever or rim exit lock with combination lock. The combination lock must meet federal specification FF-L-2740B and have an internal generator power source. Locks must have access control compatibility and include a key override. Application of a Lockmasters is essential to meeting the Government's requirements, thereby precluding consideration of another product. All existing locks of the Proponent Agency’s existing facilities use the Lockmasters PDPLs for high security doors and it is the high security lock maintained by the installation. The high security PDPLs at the CEIL must be identical for consistency and maintainability.



This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Notice of Intent (NOI) request is to obtain sources for a lock system to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government’s intent to specify the Lockmasters Brand Name for the High Security Type II PDPLs in the CEIL solicitation. Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements. The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the PDPL has met similar requirements for similar applications shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts identified in SAM.gov no later than 5:00 PM CDT, 03 May 2024. No other forms of transmission are requested or will be accepted.
