Notice of Intent to Sole Source Notice for EMBASE Database Subscription
The United States Department of Agriculture (USDA), National Agricultural Library (NAL) is mandated (7 U.S.C. 3101) to serve as the primary agricultural information resource of the United States. One of its functions in that role is the identification and/or acquisition of information in all aspects of agriculture and allied sciences. In support of this function, the NAL acquires citation and abstracting databases from publishers and makes the databases accessible to USDA employees and library patrons via the internet.
In keeping with its charge to identify and guide users to agricultural and related information, USDA/ARS/NAL requires access to the largest possible collection of abstracts and citations to peer-reviewed literature including scientific journals, books, and conference proceedings, in as many formats from as many publishers and sources as possible and must provide continuous and uninterrupted access to the most recent records in these collections.
Embase, a biomedical database produced by Elsevier from 1974 to present, provides unparalleled coverage of the biomedical literature, including pharmacology, pharmaceutical science and clinical research. Basic biomedical science, veterinary science and extensive allied health topics are also included. With over 31 million records from over 8,500 currently published journals, Embase’s content coverage includes MEDLINE, from the U.S. National Library of Medicine, which includes current Medline (1966 onward) plus Old Medline (back to 1950) as well as over 7 million records and more than 2,900 journals that are not covered by MEDLINE. Embase is unique in its extensive coverage of searchable conference abstracts and includes abstracts from conferences dating back to 2009. It currently indexes over 6,000 conferences covering ~350,000 conference abstracts each year.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
