Sources Sought Synopsis




  1. The Library of Congress, Contracts and Grants Directorate, is issuing this Sources Sought Synopsis (SSS)/Request for Information (RFI) for a Customer Relationship Manager (CRM) solution with the ability to address a number of operational challenges including:




  • The ability to effectively and centrally track, document, and/or retrieve records of communications and activities with stakeholders on an agency-wide basis

  • Multiple, “stovepipe” systems that require Library staff to access and manually organize relevant information from several different systems when interacting with stakeholders

  • Lack of automated systems which require manual and time-consuming processes to generate, track, and organize customer communications records

  • Inconsistent formats for email, data collection, and distribution throughout the Library

  • Ability to coordinate highly customized workflows and business processes related to CRM and Library data




  1. This SSS/RFI is for market research purposes to determine if responsible sources exist to assist in determining if future efforts can be solicited on a competitive basis via SAM. This SSS/RFI is not to be construed as a commitment by the Government to issue a solicitation or award a contract.

  2. PLEASE NOTE – No reimbursement will be made for any costs associated with providing information in response to this request or any follow-up information requests. THIS IS NOT A SOLICITATION FOR PROPOSALS OR QUOTATIONS AND NO CONTRACT WILL BE AWARDED FROM THIS SSS/RFI.

  3. Interested businesses who consider themselves qualified to perform the services should submit a response to this SSS/RFI via email to the Contract Specialist, Pearl Manning at pmanning@loc.gov as well as to the Contracting Officer, Jillian Marconi, at jmarconi@loc.gov by 2:00PM EST on 6-26-23.

  4. Please respond to both via email with a Capabilities Statement and any other supporting documentation. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. The package should include the following information:

    1. The name and address of the company

    2. Point of contact (phone number and email)

    3. Recent, relevant experience

    4. The company’s Unique Entity Identifier

    5. System for Award Management expiration date

    6. Whether the company is domestically or foreign owned (if foreign, please indicate the country of ownership)



  5. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a contract.

  6. The Government reserves the right to contact the submitting parties as needed, for further clarification on material provided. In addition, the Government will use its assessment of the information and other research to determine which sources appear qualified to perform the work required by the Government. Respondents will not be notified of the assessment results.

After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
