Description

Solicitation (RFQ) Instructions:



This acquisition is being conducted in accordance with Federal Acquisition Regulation (FAR) Part 12 Commercial items and the Simplified Acquisition Procedures set forth in FAR Part 13.



In order for an interested party to have a complete quote package, the package must contain the following items to be considered responsive.



(a) SF-1449 form, Solicitation for Commercial Items, completed and signed.



(b) Price Schedule Line Item(s) completed with price.



(c) Offeror’s Representation and Certifications completed (See Section 4.1 FAR 52.212-3).



(d) Quote samples from all interested vendors must be submitted to the following address for evaluation for approval prior to award. SAMPLES MUST BE RECEIVED IN THE OFFICE BY APRIL 10, 2024, AT 4:00 PM CENTRAL TIME.



Items (a), (b) and (c) should be sent to the Contracting Officer, Matthew Phillips, via e-mail to Matthew.Phillips3@usda.gov.



*NOTE: To be eligible for award consideration, all vendors must submit the following samples to the USDA, AMS point of contact/address also specified below, and received at the USDA, AMS office no later than 4:00 p.m. Central Daylight Time on Wednesday, April 10, 2024.

If the Vendor’s quote does not contain all of the items listed above, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the Vendor’s quote, thereby making a Vendor ineligible for award.



NOTE: All offerors must be registered in the System for Award Management (www.sam.gov). Registration in SAM is free.



BASIS OF AWARD: Award will be made to the responsible Vendor whose quote is determined to provide the best value to the Government.



Failure to submit a quote sample within the timeframe stated in the SOW renders a quotation unacceptable.



(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:



Technical and past performance, when combined, are significantly more important than cost or price.



(i) Technical Qualification – The polyethylene bags, coin envelopes, and spear envelopes shall meet the Supply Specifications stated in Part I Specifications and the Buy American Act – quote sample must be received at the USDA, AMS, USDA, AMS, FGIS, DIIO office (Attn: Ronald Bundy) no later than 4:00 p.m. CDT on Wednesday, April 10, 2024 to evaluate the sample to verify that it meets the required specifications. If a sample does not meet the specification, the quotation will be determined to not be technically acceptable and ineligible for award.



(ii) Experience and Past Performance – The quotation shall include a list of three (3) references for contracts of the same or similar product/service. List shall include contract number, point of contact name and telephone number, description of the contract, and the approximate amount (total value) of the contract.



Past Performance will be evaluated for all projects submitted to demonstrate similar experience to ascertain the probability of successfully performing the required efforts of the Statement of Work. The past performance evaluation will be specifically based upon the satisfactory completion of services performed to the services required under this solicitation, the record of conforming to contract requirements and standards of good workmanship, and the commitment to customer satisfaction. The Past Performance evaluation will also take into account any past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that performed major or critical aspects of the requirement when such information is relevant. For joint ventures, past performance records of both firms will be considered. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance.



(iii) Price - Price Quotation: The quotation shall provide unit pricing (meeting all specifications) for each Ordering Period; unit pricing must be inclusive of shipping costs to the USDA-approved locations where the supplies can be delivered to F.O.B. Destination and quantity discounts.



The resulting award will be a Firm Fixed-Price contract with economic price adjustment. Price reasonableness will be utilized in the evaluation of the Firm-Fixed Price effort. The Government may use various price analysis techniques and procedures to evaluate price reasonableness.
