Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.



The National Aeronautics and Space Administration (NASA) Information Technology Procurement Office (ITPO) intends to issue a sole source single-award Blanket Purchase Agreement (BPA) for Quintron hardware, software, and services under the authority of FAR 6.302-1, only one responsible source, to:



Quintron Systems Inc.

1290 West McCoy Lane

Santa Maria, CA 93455-1007



The NASA Office of the Chief Information Officer (OCIO) intends to procure supplies and services provided by Quintron to support the Agency. This acquisition is required to manage and support the existing Quintron hardware and software infrastructure used throughout the agency, as well as to provide for the procurement of new hardware, software, and related services to complement the existing Quintron infrastructure. This agreement will provide for ease of ordering Quintron products and services in support of the entire Agency.



Quintron is the product integrator and software developer. Quintron writes specific software, loads it on computers and integrates all the inter-workings of the equipment to existing NASA systems. Quintron does not use resellers for this type of specialty equipment and integration. Any other source would require extensive testing, verification, and integration to ensure interoperability with the current extensive NASA infrastructure.



The Place of Performance is at all NASA Centers and Facilities.



The Government does not intend to acquire a commercial item or commercial services as defined in FAR Part 2.101 and does not intend to issue a FAR Part 12 contract.

It is anticipated that this acquisition will be a total small business set-aside. The North American Industry Classification System (NAICS) code and Size Standard are 334290- Other Communications Equipment Manufacturing and 800, respectively.



This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.



Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Wayne Plummer at wayne.s.plummer@nasa.gov and AnJennette Contreras-Rodriguez at anjennette.e.contreras-rodriguez@nasa.gov no later than 5:00 PM Eastern Time on April 26, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
