NATO Joint Force Training Center (JFTC) in Bydgoszcz, Poland intends to issue an Invitation for International Bidding (IFIB) for Exercise Loyal Leda 2025-2026: Media Training and Realistic Media Simulation.
Potential U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO ICB, and 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government.
In addition, contractor personnel performing services under the contract must 1) be citizens of a NATO nation, 2) have appropriate professional training and experience in a related field, and 3) meet applicable criteria for a personal security clearance.
The reference for the IFIB is IFIB-ACT-JFTC-24-53 and all correspondence regarding the IFIB should include that reference.

REQUIREMENT
Exercise Loyal Leda (LOLE) is a LANDCOM-scheduled land domain Computer Assisted Exercise/Command Post Exercise that will train Corps HQ in a warfighting Corp HQ role. Ahead of the exercise execution phase, a large volume of preparatory work will be necessary. JFTC is seeking an eligible and experienced contractor who would provide media training and realistic media simulation. The contractor will be required to support JFTC preparation process during MEL/MIL workshops and exercise execution. Apart from confirmed LOLE25 and LOLE26, an additional LOLE25-2 is considered. There will be 231 man-days required for each exercise support. The following SMEs will be required for the resulting contract:
-Team Leader/Journalist
-Psychological Operations Coordinator
-Social Media Editor x 2
-Camera Operator/Editor x 2
-Television Reporter/Journalist x 2
-Digital Media Journalist
-Digital Media Journalist (OPFOR Media)
-Media Sentiment Analyst
BECOMING ELIGIBLE TO BID
NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis.
The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following IN THE TEXT OF YOUR EMAIL:
- the title and/or solicitation number of the contract
- the name/phone/e-mail of the company employee who should receive the bid documents
After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the contract. DOC will transmit the DOE to the NATO contracting agency.
IMPORTANT DATES
U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 09 May 2024
JFTC issues IFIB (planned): 16 May 2024
JFTC will directly mail this IFIB to all firms that have been issued a DOE. The IFIB will also be posted on the JFTC Internet site: http://www.jftc.nato.int/organization/contracting
