Description

The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisitions Division (EAD) and the Office of Marine and Aviation Operation (OMAO) using the procedures set forth in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13.5, Simplified Procedures for Certain Commercial Items, intends to negotiate on a sole source basis with Mainspace Office Solutions, LLC (Mainspace), 184 Pawls Springs Loop Road, Hattiesburg, MS 39501, for a Firm-Fixed-Price (FFP), contract for Roger F. Wicker Center for Ocean Enterprise, Storage Racks and Gym Procurement Gulfport, MS, NOAA Office Fit-Out in Gulfport, MS.



Mainspace is the only source to provide for the Roger F. Wicker Center for Ocean Enterprise. In Fiscal Year 2021, a temporary space for the newly established UmS program in Gulfport, MS was located at the Gulfport Ship Island (GSI) Building. The University of Southern Mississippi (USM) owned the building. The State of MS dictated USM’s use of their lowest negotiated priced furniture manufacturer, whom provides first-class furnishings and additional discounts on the majority of the products throughout the USM facilities. In addition, NOAA’s leasing agreement with USM dictated the use of the facility’s preferred product providers, in order to maintain a consistent aesthetic throughout all of USM’s facilities. The furniture purchased under the requirement will need to be moved to the new facility at Roger F. Wicker Center for Ocean Enterprise. Mainspace is the only authorized firm permitted to provide relocation of previously provided equipment, provision of interrelated furnishings, as well as warranties and installations of such equipment directly tied to their developed designs terms and conditions. Along with the mission critical nature of the facility support services, a cohesive design, coordination, and timely delivery and installation is necessary required in order to align with the completion of construction in July 2024.



The North American Industry Classification System Code (NAICS) is 337214, Office Furniture (except Wood) Manufacturing (1,100 Employees).



This notice does not constitute a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB) and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
