PRE-SOLICITATION ANNOUNCEMENT General: The National Park Service, Department of Interior, will be soliciting proposals for construction from firms having the capability to perform the work described below. This solicitation will be issued electronically, on or after February 10, 2023, on the SAM.gov website. The entire solicitation package with all attached documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications and drawings will be available in Adobe PDF format. Paper copies of this solicitation will not be made available
Description: Provide construction services to rehabilitate multi use path trail at Sandy Hook. Project work includes repairing asphalt, filling cracks, removing paint, applying slurry seal, and repainting.
Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. This procurement is being offered as a total small business set aside. The NAICS code for this project is 237310 and the small business size standard is $45.0 million. In accordance with FAR 36.204, the project magnitude is estimated to be between $1,000,000 and $5,000,000. The contract duration is 270 calendar days following the notice to proceed. The anticipated solicitation issue date is February 10, 2023. Responses will be due approximately 30 days following the issuance of the solicitation, once posted. Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. This pre-solicitation announcement does not constitute a solicitation. It is anticipated that a PRE-PROPOSAL CONFERENCE/SITE VISIT is tentatively scheduled to be held approximately one week after the solicitation is issued. Specific details regarding this meeting will be provided in the solicitation, once posted. Vendors can search for opportunities and award history on SAM.gov without registering. Interested vendors and plan holders are required to visit either website periodically to check for amendments and other changes to the synopsis or solicitation documents. In order to be awarded a contract an offeror must be registered and active in the System for Award Management (SAM), http://www.sam.gov, and have completed their Online Representations and Certifications. You are required to have a UEI number and an active registration in SAM in order to conduct business with the Federal Government.
