West Delores Rim Unit 19 Yarding and Decking, 110 acres.

The Bureau of Land Management has a requirement for a contractor to yard and deck previously felled trees. Unit 19 was previously thinned by hand and will need to be yarded (yarding of cut or severed material to determined landing pile location) and decked. An estimate of the volume is in the Statement of Work. The project area is located approximately 6.5 miles northeast of Dove Creek, CO

Details are included in the Statement of Work, maps, and Wage Determination attached to this RFQ.

No site visit is scheduled but offerors may visit the site on their own. As of early January 2024 the location is covered with snow and not accessible. We expect the snow to clear in March, which is why the due dates for questions and quotes are after the end of March (see below for the exact dates.)

This solicitation is being issued as a total small business set-aside. The NAICS associated with this solicitation is 115310 Support Activities for Forestry, Fuels Management Services, which has a small business size standard of $34M.

Award will be made on a Lowest Priced Technically Acceptable basis. See provision 52.212-2 `Evaluation' for details of what must be included with your quote.

Technical questions regarding this RFQ shall be submitted in writing only via email to the Contract Specialist Laura StJohn at lstjohn@blm.gov by no later than Monday April 8, 2024 at 4:00 pm MT. Any questions received will be answered via an amendment to the solicitation on or about Wednesday April 10, 2024. If no questions are received no amendment will be issued. In order to ensure all offerors have the same information questions will not be accepted by telephone, they must be emailed and the answers will be provided in the amendment.

Quotes shall be submitted via email to lstjohn@blm.gov by no later than Monday April 22, 2024 at 4:00 pm MT. All quotes received will be acknowledged by a return email. Please include the RFQ number (140L3724Q0018) in the subject line of the email to ensure your quote is properly identified.

Due to system limitations submissions through sam.gov or FBMS/PRISM will not be accepted. Offerors must be actively registered in the System for Award Management (sam.gov) as of the closing date and time of this solicitation. Please include your SAM UEI (Unique Entity ID) number with your quote so that we can verify your registration.
