PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, firm-fixed-price service contract with TA Instruments-Waters, LLC for Lifetime Support Plans to cover equipment already purchased.

The FBI Laboratory Division has a requirement to solicit vendors who could provide a certified TA Instruments-Waters LLC technician/engineer to travel to Redstone Huntsville, AL to conduct diagnostic check, calibration, troubleshooting and familiarization of equipment to personnel in order to continue the original warranty on all TA Instruments-Waters LLC instruments and accessories purchased and located in TEDAC TIEDS unit. This will be a firm fixed price contract with a base plus 4 option years to ensure This comprehensive support plan is available only for new instruments at the time of purchase, or prior to the end of the warranty period. LSP coverage is initiated at the end of the warranty period, and with annual renewal of the subscription, continues for the life of the instrument. Note: When sold to TA Instruments’ distributors, this Support Plan covers parts and shipment only.

Each of the following Lifetime Support Plan will consist of the following:

Line item 0001 will cover the following: Loyalty Support Plan (LSP) for DSC2500 or DSC-X3: This plan will include a comprehensive support plan, designed to provide improved instrument performance, increased uptime, and reduced cost of ownership. For the modest annual subscription fee, LSP subscribers receive an annual Performance Maintenance Visit (PMV), priority phone & email support, complete repair coverage (including service parts, labor, & travel), accessory coverage, a 10% discount on consumable purchases, and exclusive access to TA Instruments virtual Theory and Applications courses.

Line item 0002 Line item 0001 will cover the following: Loyalty Support Plan (LSP) for DSC2500 or DSC-X3: This plan will include: Included no-charge coverage for one Thermal Analysis accessory such as RCS, LNCS, LN2P, ACS, GCA, MCA, GCA, when purchasing an Academic Support Plan (ASP) or Loyalty Support Plan (LSP). May include replacement with comparable model rather than on-site repair. Only applicable when used with an ASP or LSP plan.

Note: When sold to TA Instruments’ distributors, this Support Plan covers parts and shipment only.

Line item 0003 will cover the following: Loyalty Support Plan (LSP) for TGA550, DMA850, TMA450, TMA 450 RH, or SDT650 systems: The LSP is a comprehensive support plan, designed to provide improved instrument performance, increased uptime, and reduced cost of ownership. For the modest annual subscription fee, LSP subscribers receive an annual Performance Maintenance Visit (PMV), priority phone & email support, complete repair coverage (including service parts, labor, & travel), accessory coverage, a 10% discount on consumable purchases, and exclusive access to TA Instruments virtual Theory and Applications courses.

Line item 0004 will cover the following: Loyalty Support Plan (LSP) for TAM IV Microcalorimeter: The LSP is a comprehensive support plan, designed to provide improved instrument performance, increased uptime, and reduced cost of ownership. For the modest annual subscription fee, LSP subscribers receive an annual Performance Maintenance Visit (PMV), priority phone & email support, complete repair coverage (including service parts, labor, & travel), accessory coverage, a 10% discount on consumable purchases, and exclusive access to TA Instruments virtual Theory and Applications courses.

This notice will be distributed solely through the Official U.S. Government System for Contract Opportunities Website, SAM.gov. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The North American Classification system Code is 334516, Analytical Laboratory Instrument Manufacturing.

The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All capability statements or quotes shall be submitted to the Contract Specialist, Travis Haefler by email. The email address is thaefler@fbi.gov Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with SAM. Please ensure that your company’s SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
