The Naval Air Warfare Center Aircraft Division, Lakehurst intends to issue a purchase order on a sole source basis to Rhinestahl Corporation, Mason, Ohio, for the procurement of Gage Fan Disk Dovetail Slots, Part Number (P/N): 856A4633G02, NSN: 2840-01-533-4368 and Stand-Store-Fan Blades, P/N: 856A3719G02, NSN: 4920-01-590-2572, required to perform routine system level maintenance on the C-40 aircraft. This procurement for the manufacture and delivery of a quantity of three (3) each: Gage Fan Disk Dovetail Slots, Part Number (P/N): 856A4633G02, NSN: 2840-01-533-4368, and a quantity of one (1) each: Stand-Store-Fan Blades, P/N: 856A3719G02, NSN: 4920-01-590-2572, is in support of the C-40 United States Navy requirements.

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The Government does not own current data drawings or other specifications to permit full and open competition. General Electric (GE) is the Original Equipment Manufacturer of the Gage Fan Disk Dovetail Slots and Stand-Store-Fan Blades; however, GE does not build its own support equipment. Rhinestahl is the only GE authorized vendor for GE owned support equipment, and owns all proprietary rights to the design schematics, engineering and test data. Rhinestahl is the only company found capable of meeting the requirements for the C-40 Aircraft.

No purchase order will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
