Description

INTRODUCTION



Brookhaven Science Associates, LLC (herein known as “BSA”), is the operator of Brookhaven National Laboratory (BNL). BNL is a Department of Energy (DOE) National Laboratory multidisciplinary research facility, located on Long Island, New York.



BSA herewith solicits your quote for the pEDM Components as outlined in Enclosure 1, Draft Contract No. 441301.



BNL anticipates a Firm Fixed Price Type contract.



This requirement is subject to FAR Part 25, Buy American Act. The Contractor shall provide if the proposed item(s) are or are not domestic end products. If foreign end products are proposed, the Offeror shall provide the country of manufacture.



SET ASIDES



This RFQ is being solicited as Full and Open Competition under the North American Industry Classification System (NAICS) code 541715, “Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)” with a business size standard of 1000 employes.





SCOPE OF WORK/ITEM DESCRIPTON



The Contractor shall provide Unit Price, Total Price, and Final Total Price, to include all options, of the Line Items requested in the table below. See attached Enclosure 2 Pricing Sheet.

Quote must remain valid for a period of 120 days.



FORMS OF QUOTATION AND MANNER OF SUBMISSION



A complete quote must be received by BSA no later than March 6, 2024, at 10:00 AM EST. Any offer received after this time and date may not be considered. Award is expected to be made on or about March 30, 2024. Quotes will be opened in private. Quotes, including their withdrawal or modification, received after the closing date shall be considered late. Such responses will only be considered for award if it is in BSA’s best interest to do so.



All Offerors certifying that they are other than a "small business or foreign business" and that they expect to submit an offer that will exceed $750,000 must submit a Small Business Subcontracting Plan or Certification of No Subcontracting Opportunities waiver (Enclosure 3) for BSA's approval prior to contract award. Reference shall be made to FAR 52.219-9 before submitting the subcontracting plan.



BSA prefers electronic submissions of formal quotations.



Email submissions must include a scanned copy of the signed Quotation Pricing Sheet. Emails will be sent to chornbeck@bnl.gov with the BSA RFQ Number in the Subject Line.



Questions: Questions regarding the contents of this RFQ are due no later than February 19, 2024, at 10:00 AM EST.



PRICING AND SUPPORTING DOCUMENTATION



Pricing Quote and Supporting Documentation.



The offeror shall complete and return the Quotation Pricing Sheet attached to this document. Prices shall be proposed in U.S. dollars, FOB, Brookhaven National Laboratory, Upton, Long Island, New York (freight included) including any Import Duties, customs and associated costs, if applicable.



System For Award Management (SAM):



In order to support DOE reporting requirements, BSA requires all its vendors/contractors to be registered in the U. S. Government supplier database entitled System For Award Management (SAM). Registration can be performed on line at www.sam.gov. If not already registered, please register as soon as possible since failure to do so may preclude BSA from doing business with your organization. Please note that there is no charge for SAM registration. When registering, you are strongly urged to copy and paste www.sam.gov onto your browser address rather than utilizing your search engine. Utilizing your search engine may redirect you to an erroneous site. You may obtain assistance in completing your registration, free of charge, from the Association of Procurement Technical Assistance Centers (APTAC), or by contacting the Federal Help Desk at 866-606-8220. By signing the attached Quotation Pricing Sheet, AMS Form-043, it shall be assumed that your firm is registered in SAM.



Payment Terms and Freight



Freight terms shall be FOB (Free on Board) Destination Prepaid by Offeror. Material shall be delivered to Brookhaven National Laboratory, Upton, Long Island, New York (Destination); all charges shall be included (door-to-door) in Offeror’s total price. Note, if Foreign shipped, freight terms shall be Delivered Duty Paid (DDP) to Brookhaven National Laboratory, Upton, Long Island, New York (Destination); all freight, duties, customs fees, freight forwarder fees, and all other taxes shall be included (door-to-door) in Offeror’s total price.



Government Property



The Offeror shall provide a description of any contemplated use of Government property that is currently in the possession of the Offeror. Provide the name and point of contact of the cognizant Government Contracting Officer. Any proposed use of Government-owned equipment/facilities will be evaluated to negate any competitive advantage. If there is no Government property the Offeror shall so note.



The Offeror shall submit a list of any/all Contractor-acquired Government property that is planned to be purchased with any funding provided under any resultant Contract.



The intended awardee may be required to complete a Bank Information Form and a W-9 IRS Form.



BASIS OF AWARD



BSA will make award to the responsive and responsible offeror who submits the lowest total price, to include all options, and who meets all of BSA’s technical requirements, as stated herein.



The resultant firm fixed price contract shall be subject to the terms and conditions of Enclosure 1.
