Request for Information (RFI)

Revised on 1/17/24 to change description below.

Savannah River Nuclear Solutions, LLC (SRNS), which manages and operates portions of the Savannah River Site (SRS) under a Department of Energy (DOE) prime contract, solicits expressions of interest from potential suppliers who have a strong background in building Emergency Operations Centers and 911 Communications Centers or Commercial Standard Structures with an IBC Risk category IV (essential facilities) to design specifications including LEED Gold.

This RFI is issued to assist with finding potential suppliers interested in this solicitation.

The SRS is located approximately 15 miles south of Aiken, South Carolina and is 310 contiguous square miles.

Scope Summary

The contracted scope will consist of construction of a replacement building to house the ‘Primary’ Savannah River Site Operations Center (SRSOC) and the ‘Primary’ Emergency Operations Center (EOC). These facilities share the same structure, but function independently of each other. The combined Primary SRSOC and EOC is a one story 31,261 SF enclosed building with a 4,407 SF equipment yard. The scope also includes the equipment necessary for the SRSOC and EOC to operate.

The facility is designed as a Tornado Shelter per ICC-500, FEMA P-320 and FEMA P-361. This means they are designed to withstand tornado missiles as well as tornadic wind speeds. Additionally, the building is designed to site specific seismic requirements. The Primary SRSOC is also considered a communication center and is designed to NFPA 1221.

The construction site will be fenced off from Savannah River Site access controlled areas and will be under the control of the construction contractor for the construction duration. The construction contractor is expected to comply with OSHA+ safety programs.

A supplier's response to the RFI does not guarantee they will be selected to participate in the RFP. Suppliers responding to this RFI shall include evidence of the following in (pdf format):

  1. Past on similar scopes of work

  2. Personnel qualifications

  3. Favorable Dun & Bradstreet Report

  4. Quality Assurance Manual/Program (Uncontrolled copy)

  5. Safety Manual/Program

  6. Experience Modification Rate (3 years)

  7. OSHA Recordable Incidence Rate (3 years)

  8. OSHA Citation History (5 years)

  9. Scheduling competency (Primavera P6 preferred)

  10. Familiarity with EVMS

  11. Qualification for codes and standards

E-mail response addressing Items 1 through 11 above shall be submitted by 5:00 p.m. est. on 2/5/24 to Barbara McCarty at barbara.mccarty@srs.gov.
