The National Park Service (NPS) National Capital Region (NCR) is conducting a market survey/source sought to help determine the availability and technical capability of qualified sources, particularly small businesses, small, disadvantaged businesses, women-owned small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and Historically Underutilized Business Zone small businesses capable of providing the requirement below. This announcement is not a request for proposals, and the Government is not committed to issue a solicitation or award a contract pursuant to this announcement or based on responses to this announcement. Information received from this market research is only for planning purposes and will assist the Government in its acquisition strategy. As such, the Government will not entertain questions concerning this synopsis, and will not pay any costs incurred in the preparation of information for responding to this market survey or the Government’s use of the information. Proprietary information must be clearly identified as proprietary information. The Government will not provide a debrief on the results of the survey. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
The NCR consists of thirty-four units of the NPS, totaling over 88,500 acres of fee-owned lands in portions of Maryland, Virginia, West Virginia, and the District of Columbia. The thirty-four units are located in one geographic area -- the Potomac River basin. The northernmost unit is Catoctin Mountain Park, Maryland, the eastern most unit is the Baltimore Washington Parkway, Maryland, the southernmost unit is Prince William Forest Park, Virginia, and the western most unit is the terminus of the Chesapeake and Ohio Canal National Historical Park at Cumberland, Maryland. These parks include a diversity of prehistoric and historic archeological resources, historic structures, cultural landscapes, and battlefields. In addition to park units, the NCR administers the National Historic Landmarks Program in Washington, DC and 14 counties and three independent cities surrounding the nation’s capital. NCR contains over approximately 115 National Historic Landmarks under a variety of ownerships.

The National Capital Region (NCR), National Park Service (NPS) is seeking a qualified Contractor(s) to provide the types of services for archeology, history, and national register and national historic landmarks studies. Services primarily include but not necessarily limited to:

PRIMARY SERVICES
Primary services include, but are not limited to Archaeology, History and National Register and National Historic Landmark Studies services:
Archeological Overview and Assessment, Archeological Survey and Identification Study Phases I and II), Archeological Data Recovery Study (Phase III), Archeological Site Condition Assessment, Historic Resource Study, Park Administrative History, Special History Studies, Oral history, National Register of Historic Places Nomination and Updates, National Historic Landmark Nominations, Preliminary Evaluations, and Updates to NHL Nominations, Determinations of Eligibility, and NHL Theme Studies.
SPECIALIZED SERVICES
Certain specialized services may be required and interested firms should identify in-house or specialized sub-consultants who can provide such services as:
Geomorphological Analysis, Geophysical Prospecting, Artifact Conservation, Faunal Analysis, and Palaeobotanical Analysis (Seeds and Pollen).

LOCATION AND TYPES OF PROJECTS
Projects may include, but are not limited to, Archaeological/Historic/ NRNHL services for:
•        Potential archeological resources in a given area, such as a particular tract of land, a district within a park, or an entire park unit;
•        Study to discover and describe the locations, and some of the characteristics of all or a sample of archeological resources in a particular area;
•        Collect and analyze sufficient information to determine whether or not an archeological site or property is eligible for listing on the National Register of Historic Places;
•        Data recovery studies undertaken if significant or potentially significant archeological resources must be disturbed by park development or are threatened by natural forces;
•        Professional evaluation of the condition of an archeological resource that focuses on physical stability and degree or amount of deterioration;
•        Historical overview of a park or region identifying and evaluating a park's cultural resources within historic contexts;
•        History, of particular value to managers, planners, and interpreters, describing how a park was conceived and established and how it has been managed to the present day;
•        Special history studies providing focused examinations on a particular theme or place within parks or within a region;
•        Oral history implementing the National Park Service (NPS) mission of preserving and protecting park cultural and natural resources;
•        Survey, inventory, and nomination to the National Register of Historic Places (Register) properties of national, state, and local significance in NPS custody that meet the National Register Criteria for Evaluation and to document to National Register standards, NPS historical areas administratively listed in the Register;
•        Services to nominate, expand, or update National Historic Landmarks both on NPS property and on private or other publicly owned lands throughout the region;
•        Determination of eligibility reporting for Department of the Interior decision that a district, site, building, structure or object meets the National Register criteria for evaluation although the property is not formally listed in the National Register;
•        Conduct of organized theme studies which encompass the major aspects of American history.

Firms shall have the specialized knowledge, professional experience, and technical competence to complete the range of projects described in this Notice. Provide proof of work experience that demonstrates competence completing prehistoric and historic archeological projects (with particular emphasis on Civil War battlefields) in Maryland, northern Virginia, the eastern panhandle of West Virginia, and the District of Columbia; and historical knowledge of the Mid-Atlantic region, its material culture, and relevant regional and national historic contexts. Furthermore, document the firm’s technical capacity and expertise in applying the National Register of Historic Places and/or National Historic Landmark criteria for evaluating a variety of resource types.

Interested firms with the capability of providing the requirement, per applicable subcontracting rule limitations (e.g., those in FAR 52.219-3 and 52.219-14), shall submit capability statements that demonstrate their expertise in the above-described areas in sufficient detail, including any other specific and relevant information, so the Government can determine the firm’s experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Government’s review of the industry’s ability to perform or provide these requirements.

The intended contract period will be a base year up to four (4) one-year option periods with the base period of performance anticipated to be from August 1, 2024 to July 31, 2025.

In addition to capability statements, firms must include this information in their responses:

(1)        Organization name, address, email address of a point of contact who can verify the demonstrated capabilities, website address, and telephone number.
(2)        Size and type of ownership/or company structure and socioeconomic designation for the organization [i.e. small business, small disadvantaged business, 8(a), etc.].
(3)        Vendor’s business experience.
(4)        NAICS code you operate under for this type of service. State if/if not registered in System for Award Management (SAM).
