NOTICE OF INTENT TO SOLE SOURCE-Construction Phase (Title II) Services for the construction of DCANG –Repair Exterior Maintenance Hangar 16, Building 3119, Joint Base Andrews, Maryland Contract No. TBD



This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii), “Only one responsible source and no other supplies or services will satisfy agency requirements.”



The United States Army Corps of Engineers (USACE) Baltimore District (NAB) intends to solicit and award a Firm-Fixed-Price Sole Source Contract to POND & Company (POND) to provide revisions to drawings, specifications, price schedule, and cost estimate to incorporate current codes and standards and Construction Phase (Title II) Services for properly configured and fully functional maintenance hangar complex to support the wing's flying mission of 18 PAA F-16 fighter aircraft on Aerospace Cyber Alert (ACA).



Requirements:



In general terms, the project consists of reviewing the completed design and preparing revisions to update drawings, specifications, price schedule, cost estimate, to the current codes and standards. Specific requirements are:



Prepare design documents for the Repair Exterior Maintenance Hangar 16, Building 3119



a. Revisions to drawings, specifications, price schedule, and cost estimate to incorporate current codes and standards



b. Construction phase services




  1. Design phase services include Final Design, Backcheck Submittal, Original Documents, Bid Phase Support, and Technical Assistance. Value Engineering Assistance is not required in the Design Phase. Construction Phase services include Review of Shop Drawings Site Visits, Technical Assistance, and Operations and Maintenance.

  2. The A/E shall identify all permit requirements and prepare a matrix indicating all permits required and the party responsible for obtaining the permits. The A/E shall coordinate the approval/receipt of all permits that can be obtained prior to construction award including the payment of any permitting fees.

  3. The A/E shall identify any work to be done by others for such items as furniture, equipment, utility connections (water, sanitary sewer, gas, electric, telephone, etc.), and others.

  4. The A/E shall attend design review comment resolution meetings for Final Design. In addition, the A/E shall be prepared to attend a coordination meeting for the submittal register with NAB Construction Division and the Design Manager.

  5. The A/E shall complete the Baltimore District Regulatory Compliance Checklist and Other Post Systems Checklist.

  6. The use of Building Information Modeling (BIM) is mandatory. See the enclosed “NAB DBB BIM Requirements.” CADD requirements are also in the enclosed “NAB CADD Requirements.”

  7. The A/E shall design in accordance with all applicable DoD criteria as identified on the Whole Building Design Guide https://www.wbdg.org/ffc/dod and as further defined in this document.

  8. The A/E shall perform as the CxD and provide design phase commissioning services by qualified personnel as defined and indicated in Engineering Regulation ER 1110-345-723 Total Building Commissioning Procedures, dated 31 March 2017.

  9. The A/E shall design all facility related control systems identified within the project scope IAW UFC 4-010-06 Cybersecurity of Facility-Related Control Systems, Change 1 (or the latest revision). Documents shall be coordinated as indicated in Engineering and Construction Bulletin ECB 2022-2 Cybersecurity Requirements for Design and Construction of Control Systems and Integrated Low Voltage Systems for Permanent and Non-Permanent Construction, dated 07 January 2022

  10. The A/E shall continuously collect Engineering Considerations and Instructions (ECI) throughout the design process from all Stakeholders to prepare a short report that provides guidance for critical portions of the contract document in accordance with ER 1110-3-12 Engineering Considerations and Instructions for Field Personnel (ECIFP).

  11. The A/E must design and specify construction in accordance with UFC 1-200-02 High Performance and Sustainable Building Requirements. Project focus is Chapter 2 of this UFC.

  12. The A/E shall ensure that the final design is within the authorized scope of work and provides for a complete and usable facility. As required by ER 1110-345-700, the design analysis must include detailed calculations documenting that the scope of the design is within the authorized scope of the project.

  13. The A/E shall submit a monthly project status report and summary of activities completed during the prior month.



Construction Phase Services (OPTION): The A/E shall provide 1,000 hours of technical assistance to the Area/Resident Engineer and their staff, as requested by them in writing for the duration of the construction period. These requests will not come from USACE Construction Division staff the COR, but rather the COR.



The Construction Phase Services will be Concurrent with construction duration of the project. The estimated Period of Performance for this Task Order is sixty (60) Months from date of award.



This notice is NOT a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The approved Justification and Approval, (J&A) for this procurement will be posted following the closure of this notice.
